This study is focused on how the films have been regulated in Korea. The regulation of the films may be categorized in large into the administrative regulation by the government, the moral control by groups or individuals who try to form a public opinion influencing the film productions according to some ideology or goals, and the commercial control by the producers or distributors who voluntarily delete or edit the possibly controversial scenes or adjust the showing time in an effort to have their films rated favorably or avoid an unfavorable public criticism. This study reviews the administrative regulation concentratingly. First of all, the history of the film controls was divided into four periods: from the earlier Japanese colonial rule or around 1910 to 1940's when the colonists attempted to use films for their political propaganda, from the US military rule after our emancipation from Japan to establishment of our government, and from establishment of our government to enactment of Film Act in 1962. This study discusses how and for what purposes the films were regulated or controlled by period. Then, this study reviews the conditions and controls of films in 1960's after the Film Act was enacted, and examined how the films were controlled and used for propagandas during 1970's. In particular, 1970's or the period of Reformed Constitution witnessed an extreme control of films similar to the propagation during late Japanese colonial rule or 1940's. Fortunately, however, such regulations of the films began to be mitigated when the Korean society showed signs of democracy after Park Jeong-hee's regime collapsed. After all, by 1990's, the films were strictly controlled no longer. In 1999, the Constitutional Court declared any censorship of films as 'unconstitutional', which confirms politically that any administrative regulation of films is not legitimate. Since then, films have been deregulated in Korea, while a new rating system has been operated. For the long period from earlier Japanese colonial rule to the film rating system, films had been censored strictly by the government. Such a strict 'censorship' had prevailed not only during the Japanese colonial rule but also for the period from establishment of the government through subsequent governments to 1990's. The censorship had been attributable to the perception that films were neither individuals' creations nor results of artistic work but communication media propagating certain ideologies or arguments. Even before the Japanese colonial rule or 1910, the police cracked down on theaters to check any activity deemed detrimental to public security or bona fide custom, and moreover, censored the contents of films in an effort to counter the impact of the films on the society. In 1957, the government arranged 'performance censorship guidelines' for the first time after its establishment, which were similar to 'motion picture censorship guidelines arranged by the Japanese colonists. Later in 1962, Film Act was enacted to control the films legitimately, but the views that films should be controlled and regulated did not change. Park Jeong-hee's regime who grasped the power through a military coup d'etat attempted to rebuilt the nation through economic development, while maintaining a political superiority to North Korea. Thus, his government strictly controlled any criticism of the regime, South Korean society or liberal democratic ideology. Even the obscene or consumptive contents were regulated on the pretext that they might be detrimental to the social solidarity or identity. Furthermore, Park Jeong-hee's regime tended to use the films for propaganda. A series of films called 'national films' or 'new community films' were produced to publicize the legitimacy of the Reformed government and garner the public support for it. The extreme administrative control of films acted to limit diversity and dynamics of films, suffocating the possibility of autogenous growth of the Korean films, because motives and productions were controlled. While the films produced during the Japanese colonial rule criticized the reality little, those films produced during 1960's and 1970's were escapistic, propagating or propagandistic. Such tendencies may have been the negative results of the film controls. The films produced under such conditions were often used for political purposes, but they did not attract the audience, retarding the development of the Korean films, while not much helpful to their propagandas. The films produced during 1970's only to be selected as 'excellent' or 'anti-communism' films were not successful in terms of box office rating. Some of them were even alienated or criticized by the audience. Such a fact proves well that the authoritarian control of films led to retardment of the Korean films. The year of 1996 when the Constitutional Court declared the censorship of film as 'unconstitutional' was a turning point in the history of the Korean films. Accordingly, films began to be no longer regulated in Korea. Thus, the conventional censorship was replaced with the film rating system, which classifies the films according to the age groups of the audience rather than reviews their contents. Nevertheless, since introduction of the film rating system, the criteria for the rating have been controversial, while people are aware of the social responsibility expected of the films. Thus, Film Rating Review Committee was established according to Film Promotion Act and Law on Videos and Games, and thereby, the committee has classified or rated the films, while the criteria for rating have been controversial in terms of objectivity or consistency, because the criteria cannot reflect the changing social environment, much less being objective. In short, although the films are no longer controlled or regulated but rated only, it is required to arrange some objective criteria for rating of films. In other words, the 'freedom of expression' should be in harmony with the public responsibility of protecting the juveniles and maintaining the social values. While the films produced under the government controls or regulations were required to 'serve the society', the current films assured of their expressions are requested to be 'autonomous but responsible'.

Thus, the conventional censorship was replaced with the film rating system, which classifies the films according to the age groups of the audience rather than reviews their contents. In short, although the films are no longer controlled or regulated but rated only, it is required to arrange some objective criteria for rating of films. In other words, the 'freedom of expression' should be in harmony with the public responsibility of protecting the juveniles and maintaining the social values. While the films produced under the government controls or regulations were required to 'serve the society', the current films assured of their expressions are requested to be 'autonomous but responsible'.
