This study was carried out to examine not only the national basic livelihood security recipients' desire for service, but also its resources system, by analysing a variety of its problems with general characteristics, a desire for service and resources system, with 452 recipients of the national basic livelihood security, The result of this study is summarized as follows. First, it was shown that the general characteristic of national basic livelihood security recipients was mainly composed of factors, such as more female than male recipients, ages of 40s, marriage status of no spouse due to divorce, spouse death and separation, family composition of 3 members or less, education levels of graduation from elementary school, benefit periods of 3 years or less, house categories of monthly rent and deposit rents, job categories of unemployment, residence categories of a rural area, and receiving categories of general recipients. Second, by sexes, the female recipient had more interests in employment counseling and children education than the male did, while there was no any significant difference in other factors between them. Their desire for service was totally higher for the male than the female, with no any remarkable difference in its variables. The female more positively reacted to its entire resources system than the male did. Third, it was shown by ages that the younger the age, the higher the degree of their interests in their children's future advance, studying and homework, their own employment and social & culture issues including leisure activities and the lower the desire for service, while the older the age, the higher the level of their interests in health, delivery food with a financial issue, haircut service and other culture service. Forth, by the marriage status, there was difference in their working motivation to be free the recipient position, employment, desires for culture service and friendship with neighbors, without any remarkable difference in other variables. Fifth, by the education levels, it appeared that the graduates from high school or above entirely perceived the issue better than from elementary school or below, that the lower the education level, the higher the desire for service, and that the lower the education level, the more positive the reaction. Sixth, by family categories, it was shown that the families with the disabled member had more interest in employment assistance, children education and professional legal service, that there was higher desire for assistance in family affairs, nursing and improvement of residential environments, and that the resources system did not show their close friendship with neighbors, due to insufficient communication. The families with the older member had stronger desire for most services than other family categories. The general families had more positive motive in the employment assistance and participation in job to be free from the position, and they were more positive for the resources system than other families, too. Seventh, by residence categories, the recipients residing in the rural and urban-combines area more positively reacted to the solution to financial problem, the recipients in rural and fishery areas had stronger desires for service with less satisfaction with less satisfaction with their given circumstance, and the recipient in urban areas more positively reacted to the resources system than them in the rural and fishery areas. Eighth, although no remarkable difference in issues was found between the benefit periods, it was shown that the longer their benefit period, the closer their friendship with neighbors. Ninth, by the categories of recipients, it was shown that the general recipients had more interests in children's future advance, studying issue, parent education and leisure & culture and legal counseling, with desires for financial supports, the conditional recipients in employment assistance issues, such as employment arrangement and occupational training, with no any desire for service, the medical care-excepted one of special recipients with desire for nursing service and assistance in household affairs, and the low-income recipients in a variety of rehabilitation programs, respectively. As stated earlier, therefore, it has been shown that are a variety of complicated differences in the national basic livelihood security recipients' major issue, desire for service and resources system in accordance with their general characteristics. Base on the fact, it is required to provide more effective and suitableservices for the recipient families and to carry out future studies on the methods providing effective services.
