This purpose of this thesis is to reexamine the state and labor relations which surround the labor policy and labor movements under the authoritarian system of Park Chung Hee regime. The scope of research is the state and labor relations under themilitary government and teh Third Republic and the Yushin system of Park Chung Hee regime(1961~79). The state and labor relations are an important part of labor politics. It is nesessary to grasp the political dynamics whic caused discord, coordination and compromise between the state and labor. At this line, labor politics is the interest representation of working class and its pattern structured by state. And it calls the organized activities of labor toward the former. This thesis examines the state's labor policy and teh organized activities of labor. State and labor unions which form labor politics are major actors. Labor, against the state's political and administrative controls, forms 'the political space' whic interacts with state policy, and it accomplishes 'the organizational space' which shapes the organizational structure and activities of the labor unions. Namely, from the side of political and administrative controls, the state and labor relations correspond labor movements, and the organizational structure and active aspect of the labor unions coinside with 'the organizational space' which accomplishes the actual bases of resistant power. In this meaning, the state and labor relations were characterized as teh interaction of two actors between state and labor select one another. This thesis was adapted by the political process perspective which analyzes the interaction between state and labor. I portrayed the labor politics in the 1960s as 'administrative neutralism' and 'partial state corporatism.' Then I delved the whole situational regulations and set variables as 'the repression by market mechanism' changed in the 1970s. The state and lobor relations under the Third Republic systematized state labor control by the labor act amendment and new-established state apparatuses from the military government. Park Chung Hee regime of the Third Republic used the labor control style of 'administrative neutralism' and 'partial state corporatism' with depoliticization of labor. And the activities of labor unions under the lead of Hankook Nochong(Federation of Korean Trade Unions) guided by state were weak in both side of the political and organizational spaces. Because of the lack of political legitimacy, Park Chung Hee centralized on the economic growth. and th strengthened the phase from the international society under anti-Communism, pro-America, and pro-Japan. Under the Yushin system, the activities of labor unions were wholly discontinued and repressed. While Korean state combined the Special Measures for Safeguarding National Security and the Natioanl Security Act with legal, administrative, and ideological controls. Korean state controled the activities of labor unions within the wholesale and exclusive repression by market machanism. On the contrary, labor organizations enlarged the political and organizational spaces through the strikes, collective actions, and anti-regime democratization movements. Synthesized, the state and labor relations under Park chung Hee regime were reexamined by three independent variables like 'political regime,' politics of class coalitions,' and 'crisis of curcumstantial setting' of the political process perspective. The state's labor policy transfigured "neutral → inclusive → repressive," and also the labor's political and organizational spaces through anti-regime democratization movements. This thesis was analyzed by the political process perspective delved the interaction between the state's inclusive, nuetral, and exculsive labor policies and the activities of labor unions toward the state. So it characterized the labor poitics in the 1960s as 'administrative neutralism' and 'partial state corporatism,' and then the labor politics in the 1970s as 'the repression by market mechanism.' In sum, the state and labor relations under Park Chung Hee regime were very different before and after teh Yushin system. The state and labor relations written by 'the political process' is opposite to 'state corporatism' and 'the repression by market mechnism' of which the perspectives were only fixed and exculsive. The political process perspective, made of three independent variables, characterized that Korean state and teh labor organizations interact on mutualism and discord. This theoretical frame must be worthwhile for the longitudinal comparison of Korean labor politics including Park Chung Hee regime.
