The subjects in the study were teachers for children with disabilities, at a special education schools, children's house, and social wealfare centers, and teachers for children who are in preschoolers and day care centers. After 200 questionnaires were sent to the selected institutes, the responses from 175 people(response rate 93.4%) were gathered, and 173 answer sheets were analyzed. A mail survey was used, and some of the selected educational institutes were visited by this researcher to explain the purpose of the study and conduct a survey in person. The collected data were analyzed with SPSS/PC+ program. The major findings of the study were as follows: First, the teachers investigated felt the high need for parent education for parents of young children with disadilities, and they were well aware of its importance. Most of the teachers agreed that it is necessary to consider the opinions of parents in planning and executing parent education. Second, concerning the implementation of parent education by the selected early childhood special education programs, most of the educational programs provided parent education. Specifically, more parent education was offered by the special school kindergarten section, special school for young children, social welfare agency for children with disabilities, and daycare center for children with disabilities. Third, their satisfaction level with parent education was below the average, but their satisfaction level with parent education methods were slightly above the average. The type of the early childhood special education institutes made a significant difference to their satisfaction level, and the teachers who worked at the private early education center expressed a relatively lower satisfaction. Fourth, regarding what hindered parent education, parent education was disturbed by an extreme lack of time for the teachers to plan and perform it. The other obstacles included a shortage of time on the side of parents, lack of educational spaces and finance, insufficient well trained personnels, parents' passive attitude, stereotyped lecture centered teaching methods, and parents' poor understanding of the importance of parent education. Fifth, in order to put parent education on the right track, it's urgently required to offer administrative and financial support for the development of good programs, provide teacher training courses, offer more parent education, build up close ties between parents and teachers, and enhance parent education in terms of content and method. In addition, teachers should be given more chances to map out and apply parent education programs.
