The World Wide Web(WWW), created in the early 1990s has evolved to SGML and XML from HTML. However it still has problems in extracting and retrieving the information. To overcome these problems, Burners-Lee advocated Semantic Web as the next-generation web in the late 1990s. This Web enabled a computer to read ad process the information on the web as well as a user. To accomplish this goal, it is required for the information resource on the web to have a meaning(i.e., semantics). It is the RDF(Resource Description Framework) that is one of the core components for the resource description recommended by W3C. The RDF itself allows the interoperability between different types of metadata. By adding the Dublin Core data elements to it and controling the web resources, the interoperability becomes better and the information sharing and retrieving becomes easier. Therefore the purpose of this study is (1) to extract the data automatically from the existing HTML web pages to form the Dublin Core Metadata and (2) to create on editor that generates the RDF Metadata when the data values for the corresponding elements of the RDF modeling are entered. This editor can re-read and re-edit the generated RDF file. This editor provides the users with the functions of metadata, such as availability, adaptability, and accessibility. Also it maintains consistency and prevents syntax errors even without the knowledge about metadata. In this editor, the editing can be done both on-line and off-line. It opens the way to be combined with the existing general-purpose commercial web editor application program and finally makes it possible to describe the fundamental resources for the future semantic web environment.
