This thesis examines the transformation of the political communicative structure in South Korea, a democratized, information-based society. The political communicative structure that has emerged in recent years is a product of contemporary South Korean social movements; their ability to effectively organize collective identity using internet based means in order to realize goals. To examine this phenomenon, the present study analyzes the organization and activities of Nosamo (a group of ardent Roh Moo-Hyun''s supporters). It focuses on the period between Nosamo''s founding in April 2000 to the sixteenth South Korean Presidential Election on 19 December, 2002.This thesis draws from environmental, cognitive, and relational mechanism perspectives to examine the process of social movements'' development. It focuses on the relationship between three dimensions of the social movement: the opportunity structure as the environment of the SMO (social movement organization); the way of participation or mobilization through organization or media to form the SMO and SMI (social movement industry); and individuals'' recognition of the opportunity structure and the formation of collective identity. In addition, this thesis will examine the ways in which this collective identity has the qualities of a symbolic community-as politician''s fan club-and of a social community -as an SMO. This assumption derives from theories about the construction of cyber communities. In short, this study analyzes how Nosamo-as a social community and symbolic community-uses its organization to realize organizational goals and transform structural environment autonomously.The first instance in which opportunity structure played a role in organizing was Roh Moo-Hyun''s defeat in the sixteenth South Korean General Election in April 2000. The second occurrence was the political reform movement undertaken by the Citizens'' Solidarity for General Election in the same election. The final case this study will consider was the diffusion of societal and political reform agendas through internet media, which allowed the formation and propagation of public opinions at speeds that surpassed those of older media, such as television and newspapers. The new elements of opportunity structure originate not only from the continuing revitalization of South Korean social movements after the 'dual democratization' of 1987, but also from the rapid transformation of South Korea into an information-based society, following the Asian economic crisis in 1997~1998. From its inception, Nosamo declared its collective identity as a fan club, or symbolically constructed community, of the politician Roh Moo Hyun. The process of construction contains three elements: the voluntary investment of indignation or bitterness over Roh''s defeat in the April 2000 elections; the mutual recognition of these emotions; and relations between citizens communicating through internet-based media.However, Nosamo also acted as an SMO, a socially constructed community, in its pursuit of political reforms in, among other areas, the promotion of participatory democracy and the overcoming of regionalism. Moreover, many of its members are believed to be involved in media reform movement. Nosamo''s dual functions, as a symbolic community and social community, are confirmed when it is compared to other SMOs and politician fan clubs. Nosamo shows marked difference with the People''s Solidarity for Participatory Democracy (PSPD), a representative SMO in South Korea, in the age group and professions of its members. On the other hand, as a social community, it differs from other internet-based politician fan clubs, such as the GT club or Changsarang, in its higher levels of activity in social and political issues.These dual identities appeared separately or in conjunction, according to the politician''s level of popularity and the social situation. For instance, Nosamo''s membership increased when Roh strongly supported the government''s tax investigation of media enterprises in 2001-a political stance that linked to the issue of media reform. This case shows the combining of the two types of identity.Roh''s unexpected victory in the New Millenium Democratic Party (NDP)''s primary election, and subsequent nomination as the party''s presidential candidate, triggered a rapid expansion of Nosamo and an increase of social awareness of the organization. This change reinforced Nosamo''s peculiarity as a social community, because of newly emerging mobilization process and its strengthened organizational regulations. At the same time, Nosamo''s uniqueness as a symbolic community continued, as is evident in the fact which members were free to join or withdraw from the organization as they pleased.Between the NDP''s primary elections and the 2002 South Korean Presidential Elections, Nosamo''s dual identities became a social and political issue, mainly because South Korea''s National Election Commission (NEC) passed the judgement that Nosamo was a 'private organization'. A 'private organization' is one primarily formed by a politician using illegal or secret funds for the purpose of election campaigning.Nosamo protested the NEC''s judgment by drawing on cultural frames of social movement frequently used by SMOs. Moreover, it triggered arguments about laws concerning elections and political funding, as well as the internet-based electoral movement in South Korean society. In responses, Nosamo emphasized that it was not a private organization, but that it raised funds from citizens using fair and legal means. Moreover, it criticized the NEC''s judgement by asserting that it was based on the old election law, which did not reflect the realities of the internet-based electoral and social movement. In the process, Nosamo made critical statements about the political process based in illegal private organization or the one-sided influence of older forms of media.From this analysis, the study concludes that Nosamo''s dual identities triggered the flexible operation of the SMO and the effective realization of its goals. These dual identities are based in South Korea''s political and societal democratization and its rapid development as an information-based society.In addition, Nosamo''s internet-based organization and activities contains the possibility of an alternative feedback loop in the political communicative structure. It offers a positive alternative to the existing political process, which is based in private organization that draw on secret funds and privileged power. At the same time, it provides the possibility of independence from the existing feedback loop that links older forms of media, privileged power, and money. The former, long a custom in South Korean politics, alienates voters from the political process, and the latter, a new element of information-based society, glosses over citizens'' views in the selection of good politicians. In contrast, the alternative feedback loop, which displayed new potential in Nosamo''s organization and activities, forms a more direct connection to citizens'' opinions in institutionalized political processes, such as elections, because internet-based media allow effective communication and discussion between general citizens and improve the possibility for voluntary consent and participation.
