The high demand for quality child care not only necessitated its facility expansion but also gave a way to the emergence of demand for high quality facility.
There can be various measures to improve the quality, but the most important factor is, most of all, child care teachers themselves. Therefore a key to quality child care is to educate specialized child care teachers.
This study is to see whether current child care teacher training program is suitable for the supply of specialized child care teachers. And a provision, the factors and demands that have something to do with the specialization of child care teachers have been identified and the level of specialization of child care teachers is evaluated before looking into the child care teaching training program as an influential factor to the specialization for its analysis, examination and improvement plan.
And current activity of child care teachers is looked at as another factor to the specialization to identify any shortfall in search of its improvement. To this end, existing theses, the white papers of the Ministry of Health & Welfare of Korea, the materials of child care research association and other documentary materials were analyzed and the findings were summarized as follows:
First, Current qualification standard is too lean and the training program is too short to produce specialized child care teachers. Therefore to secure quality child care teachers, the introduction of evaluation and recognition program for the child care teacher training institutes is necessary.
Second, there are too many subdivisions in the child care teacher training program, with some of them overlapping and too much quantitative emphasis For the sake of quality side, current subjects need to be reorganized into Teaching subject, Major subject, general subject and practical subject in good balance to improve specialty.
Third, newly employed child care teachers should attend 40 hours of complimentary training within a year, which is compulsory by the guide of Health & welfare, and retraining every 3 years. But all these are yet to be systemize.
Therefore diversified complimentary training programs are to be developed according to teachers status of experience in the field, and rational, systematic complimentary training program should be provided. Fourth, Such counties such as U.S., Japan, etc. have diversified child care licensing system two major parts of which are government issued license and private issued license. These counties maintain high level of specialization through qualification recognition system.
Korea too needs to develop specialized regular training for child care teachers to develop hands-on field experience together with organized guidance and supervisory system.
