For this purpose, the author examines the role of Korean government in negotiations with transnational powers and accepting the results of the negotiations in order to overcome the IMF crisis, a specific actual incident. The reason for developing the discussion centering on the process of overcoming the IMF economic crisis in Korea was that the crisis was upon thewhole of Korean economy and a general rule, namely, the neo-liberal market principle was applied to the pre-modern Korean economic structure. Because globalization in Korea began with the external impact of IMF, there were many conflicts with domesticpowers in the process of accepting globalization. Consequently, the active role of the state was required.
