The Saemangeum reclaimed tidal-land which is being developed by constructing 33km of barrier dam(dykes) connecting between Buan-gun and Gunsan-si, Jeonbuk Province is the largest one in Korea, encompassing a total 40,100ha of project area consisted of 28,300ha of internal reclaimed land and 11,800 ha freshwater lake. In particular, new dykes to be constructed after completion of barrier dam and old dykes in many existing reclaimed areas to be lost their roles, of which length is 240km and total area of 1,200ha in many existing reclaimed areas is equivalent to medium-sized reclaimed land in terms of scale. However, most of the existing researches and technical developments for dykes(barrier dam) have been conducted from the viewpoint of civil engineering such as of structural stability analysis of sea walls in spite of the importance of utilization of the dyke's sites. Therefore, it is necessary to conduct a research on the utilization plans which allow to maximize their value as land resources. In this study, many examples of utilization of dyke's areas in such countries with advanced reclamation techniques as Japan and Holland and ten large-scale reclamation areas developed in Korea were examined and the utilization types of the dykes(new and old) were suggested considering the results of monitoring opinions of residents around the existing reclaimed areas within the Saemangeum project zone. The results showed that utilization of barrier dams and dykes was restricted within narrow limits; the majority of barrier dams and dykes were found to be used as principal roads and for prevention of water invasion, respectively. In riparian zone, however, they were utilized as water-side parks, riverside parks, physical exercise facilities, reeds-experiencing fields, etc. On the other hand, in Japan and Holland, dykes are being actively utilized in a variety way such as roads for car, bicycle, and roller skate, recreation places, yacht spots, freshwater bath pool, wind and steam power plants, and many convenience and resting facilities. The local opinions preferred places for tourism as the utilization plans of the existing dykes, followed by leisure, roads, and natural ecological preservation. Specifically, the residents around Hoehyeon, Susan, and Eoeun dykes preferred a single function of protection against disasters, while those around Dongjin, Seopo, Daechang, Seonyeon, Eoeun, and Hwapo dykes preferred multiple functions of tourism and leisure to others. For the new dykes, there was general preference including opinions of local government officers and reclaimed area management officers for such functions as tourism, leisure, natural ecological prevention, protection against disasters, and roads, while residents in the old reclaimed areas had similar opinions as for reuse of old dykes. They preferred roads only for motor vehicles on the top of the new dykes and preferred natural observation and water-side walks among possible facilities which can be introduced into the part of freshwater lakes. Natural ecological preservation places were the most preferred ones to be introduced into the internal part, followed by ecological parks, experiential learning places for agriculture, forestry, and fishery, and reclamation and marine museums. The utilization types of old dykes were classified using the results from the field study on principal points and those from the analysis of local opinion monitoring. For each point, various utilization types were suggested in combination with old dykes, water retention pools, farm roads, farm land, drainage channel, fields of reeds, areas facilities, villages, principal roads, and so on. For the new dykes, the utilization types were suggested based on the potential functions revealed by the local opinion monitoring and on those preferred by neighboring residents for each old dykes. This study classified the old and new dykes considering with their functions through analysis of domestic and foreign examples of utilization of dykes. Furthermore, this study suggested potentially available functions and types for each point by adopting the examples in Japan and Holland.
