본 학위논문은 인간신뢰도 평가를 위한 새로운 직무분석 방법의 개발과 그 적용에 대하여 논하고 있다. 최근 새롭게 제안된 방법을 포함하여 대부분의 HRA (Human Reliability Analysis : HRA) 방법은 모형 지향적이다. 즉 모형을 사용하고 관련 모수를 결정함으로써 발생 가능한 인적오류의 유형과 그 오류확률을 평가한다. 이런 HRA 수행 과정에서 사용되는 가장 중요한 수단은 분석자의 대상 직무에 대한 지식과 HRA 수행 경험이다. 이것은 데이터 부족이라는 근본적인 문제를 안고 있는 HRA에서 모형에서 사용하는 입력이나 모수의 결정이 전적으로 분석자의 대상 직무에 대한 지식과 분석 경험에 의존하기 때문이다. 결과적으로 HRA 수행 결과의 타당성은 분석자가 대상 직무와 상황을 얼마나 충분하고 적절하게 분석하였느냐에 좌우된다. 그러나 새롭게 제시된 방법을 포함하여 기존 HRA 방법은 오류의 정량평가 방법 및 절차, 분류체계 등의 제시에 초점을 맞추고 있을 뿐, 오류평가에 필수적인 정보 분석 과정은 분석자에게 일임하고 있다. 따라서 기존 HRA의 문제점을 개선하는 새로운 분석 체계를 개발하기 위해서는 HRA를 위한 체계적인 직무분석 방법의 개발이 선행되어야 한다. 본 논문에서는 새로운 HRA 체계를 개발하기 위해 어떤 연구가 선행되어야 하는지를 살펴보고, 새로운 체계 개발의 가장 중요한 요건으로 밝혀진 체계적인 직무분석 방법을 개발하였다. 또한 직무분석을 지원하기 위하여 전산지원시스템을 개발하고 비상직무에 대한 지식기반을 구축하였다. 연구 개발 내용은 다음과 같이 세 가지로 요약될 수 있다. 첫째, 경험적 데이터를 기반으로 기존 HRA의 한계점을 분석하고 이에 근거하여 새로운 방법의 개발을 위한 요건을 도출하였다. 문헌조사와 국내 울진3,4호기 PSA에서 수행된 HRA 결과를 분석하여 7개 그룹, 16개 세부항목의 기존 HRA 한계점을 도출하고 그 상대적 중요도를 분석하였다. 그리고 이 한계점 분석 결과를 근거로 새로운 HRA 체계 개발을 위한 7가지 요건을 제시하였다. 둘째, 기존 HRA한계점 분석을 통해 향후 방법 개발의 가장 중요한 요건으로 제시된 ‘체계적인 직무분석 방법의 제공’을 해결하기 위하여 HRA를 위한 구조적 정보분석(Structure Information Analysis : SIA) 방법을 개발하였다. SIA는 시나리오분석, 목표-수단분석, 인지기능분석 단계로 구성되어 있다. 시나리오 분석에서는 직무의 거시적인 상황 정보를 수집, 통합하는 단계로서 해당 직무가 요구되는 시나리오와 상황적 조건을 분석한다. 목표-수단 분석에서는 직무 자체에 관련된 정보를 분석하는 단계로서, 직무의 목표 및 수행 절차, 목표와 및 수행 절차간의 논리적 구조, 그리고 관련 직무 전후의 운전원의 주의 흐름 등이 분석된다. 직무의 친숙도, 직무성격, 절차서 유무 및 수준, MMI 수준 등 기존 HRA에서 고려하는 수행특성인자 정보도 이 단계에서 평가된다. 마지막으로 인지기능 분석은 직무 수행 과정에서 가장 미세한 인지적 부분의 정보를 수집하는 단계이다. 앞에서 파악된 구체적 직무 절차에 대하여 관련된 주요 인지단계와 패턴을 파악하고 수행 절차와 관련된 입출력 정보 등이 분석된다. SIA는 단순히 직무절차나 수행영향인자를 개별적으로 평가하는 차원이 아닌 직무를 보는 체계적인 관점을 제시한다. 세 단계의 분석 과정을 통해 직무의 거시적 상황 정보로부터 미시적인 인지과정의 관련 정보까지 오류를 유발할 수 있는 문제의 구조를 입체적으로 관찰하는 것이 가능하며, 이를 통해 직무의 구조적 취약점을 파악하고 이를 해결할 수 있는 방법과 함께 오류확률의 정량적 평가에 필요한 객관적인 요인 평가의 근거를 제시할 수 있다. SIA의 유용성을 검증하기 위하여 HRA 전문가를 대상으로 ASEP HRA 방법과 비교 평가를 수행하였다. 평가 결과 HRA에서 가장 중요한 오류 예견력과 오류 방지 대안 도출력에 있어서 SIA가 ASEP HRA 보다 우수한 것으로 나타났다. 마지막으로 셋째, SIA 사용자를 지원하기 위하여 CASIA(Computer Aid SIA)를 개발하고 원자력발전소 비상직무에 대한 직무분석을 수행하여 결과를 데이터 베이스화 하였다. SIA 수행에는 직무분석과 인지공학에 대한 기술적 배경과 경험이 필요한데, 다단계의 분석 절차와 관련 정보의 분석을 보다 쉽고 체계적으로 지원하기 위하여 CASIA를 개발하였다. CASIA를 사용함으로써 분석 과정과 결과의 일관성을 높이고, 분석 결과는 향후 활용을 위한 데이터베이스로 축적할 수 있다. CASIA의 지식기반 구축과 관련해서는 영광3,4호기 원자력발전소의 비상운전절차서를 상세히 분석하여 비상직무의 기본 직무유형을 분류하고 관련 정보를 데이터 베이스화 함으로써 실제 적용에 필요한 지식기반을 구축하였다. 본 논문에서는 HRA분석자가 직무의 구조와 상황 요인을 체계적으로 분석하는 것을 지원하기 위하여 전산지원시스템을 포함한 구조적 직무분석(SIA) 방법을 제안하였다. 향후 연구로는 본 논문에서 제시된 SIA를 기반으로 새로운 HRA 방법과 수행 체계를 개발할 예정이다. 새로운 차세대 HRA 방법의 개발을 통하여 원전 비상직무의 인적오류를 보다 정확하게 표현하고 분석할 수 있으며, 이를 근거로 오류분석의 궁극적인 목적인 시스템 안전성의 향상이나 인적오류 감소를 위한 구체적인 해결 방안의 도출에 활용할 수 있을 것으로 기대된다.

This research is concerned with the development of a new task analysis method and its application for predictive human error analysis on emergency tasks. Most of HRA (Human Reliability Analysis) methodologies including the newly developed ones are model-based, so that the possible error types and probabilities can be derived by the values of the model parameters. Being supported by scarce empirical data, the values of the model parameters have to be determined on the basis of the analyst’s knowledge on given tasks and their context. Therefore, the outcome of HRA may only be warranted by a proper acquisition of relevant information about the tasks and situations. The contents of information that may affect the quality of analysis include the relevant situation factors, task attributes, task requirements and cognitive elements of tasks. A well-defined task analysis enabling effective identification of relevant information should precede the qualitative and quantitative error analysis. However, the HRA methodologies including the newer ones focus on the provision of cognitive models, error mechanisms, error types and analysis method while leaving the information collection on the hands of the analyst in large part. What is thus called for is the development of a well-defined task analysis process that enables effective collection and evaluation of relevant information before the main analysis phase of HRA. For the purpose, a research is undertaken to identify what study should precede the development of an advanced HRA framework, and to suggest SIA (Structured Information Analysis) as task analysis method for HRA, and to develop CASIA (Computer Aid SIA) and knowledge bases supporting the analysis process. The first part is to identify the limitation of conventional HRA based on the systematic review of empirical analysis data, and to generate requirements with importance ranking for the development of an advanced methodology. The limitations of conventional HRA are generated through an intensive literature review and empirical evaluation about the results of HRA for Ulchin unit 3&4 PSA. With regard to the limitation, this research identifys seven limitations with 16 specific items. Based on the result, seven requirements are suggested for the development of an advanced HRA framework in viewpoint of solving those limitations. The second is to develop SIA as an integrated and structured task analysis method for HRA to meet the most important requirement among the identified ones in the previous work. The SIA consists of three analysis phases, scenario analysis, goal-means analysis, and cognitive function analysis. The first analysis phase is the scenario analysis that investigates the macroscopic contextual information related to a given task on the basis of selected scenarios. The contextual information such as the initiating event, the operating status of necessary safety systems and the previous operator tasks are identified in the phase. Further assessed in this analysis are the available time for task completion, the location where the task is mainly performed, physical environment conditions, necessity of protection equipment or tools according to the situation and more macroscopic organizational or managerial factors. The second phase is the goal-means analysis that specifies the task attributes and requirements in a top-down fashion, which is to analyze the task goal and steps, and the relations between the goal and steps. The involved operator, the qualities of human-system interface and procedure, and the familiarity of a task are assessed in this phase. The third phase is the cognitive function analysis, identifying the involved cognitive stages and the input/output information related to a task step. Each task step enumerated in the previous phase can be analyzed in terms of internal information processing. And the required input information from the system and the output control from the decision-making processes are identified for each task step. The SIA does not simply assess the task steps or performance influencing factors individually, but provides a systematic view on the given task. Through the three-part analysis, systematic investigation is made possible from the macroscopic information on the tasks to the microscopic information on the specific cognitive processes. Using this method, the structural vulnerability of the given task can be identified and a more concrete foundation on the objective assessment of the related factors can be made with resolving strategies for such vulnerability. The third as finally is to develop CASIA (Computer Aid Structured Information Analysis) supporting the users to do task analysis for HRA, and also to build knowledge bases for the application of CASIA, which is the result of task analysis on emergency tasks in a nuclear power plant. The analysts could be maintaining the consistency of the analysis process and result by using CASIA. The analysis result can be also accumulated as a database with ease for further uses. Regarding to the knowledge bases, a comprehensive task analysis on the emergency operating procedures of Younggwang 3&4 nuclear power plants is performed to identify generic emergency tasks and related information for error analysis. The result will be integrated into the CASIA as built-in knowledge bases. In this thesis the SIA with computer aid system is proposed that is aimed to help HRA analysts identify the task structure and context factors systematically in a systems engineering viewpoint. The method emphasizes the contextual information as well as the cognitive process of tasks. It is possible and desirable to combine SIA with the advanced HRA methods such as CREAM and ATHEANA that are concerned with predicting cognitive errors.
