Taking into consideration the similarities in criteria and connection between e-government metadata and recordkeeping metadata, Australia and England have standardized the metadata criteria for application. Korea does not yet have e-government metadata that has been standardized, although “GILF Core Element” has analogous functions. However, GILS Core element has been developed without recordkeeping intent, and it has not been successful in establishing a connection with recordkeeping metadata. Therefore, in this study, criteria for e-government metadata are proposed with the intent of providing a connection with recordkeeping metadata. First, criteria for recordkeeping metadata were presented through comparison and analysis of database systems standards and that of recordkeeping metadata of various countries. Second, with the criteria of Dublin Core and E-Government metadata of Australia and England as the norm, problems of GILS Core Element were analyzed, and presented criteria for e-government metadata that is suitable for Korea’s environment. Third, connection plans for recordkeeping metadata and e-government metadata and its elements application were independently proposed. E-government metadata and its connection with recordkeeping metadata will provide smooth flow of information sources of recordkeeping systems of public organizations, satisfy the requirement of Freedom of Information act and e-Government Act, and will provide a tool for fast, easy access of government information for the public.
