The studies on alliances have focused on formation, duration, dismantling and reliability of the alliance. As the study by Bueno de Mesquita and David Singer shows, it is typical that the lifespan of a defense treaty is one hundred fifteen months (ten years);nevertheless, nowadays major alliances, such as ROK-U.S., U.S.-Japan, and NATO alliances, whose lifespans are more than half a century are very unique. So, it is raised the need for different approach to alliance issues. First, despite of its average lifespan of defense treaty was less than about ten years, some of that between major alliances have sustained more than half a century. Second, some of alliances have reinforced in adverse to the weakening or disappearing of the imminent threat after the end of the Cold War. Another reason of the need for alternative approach to the alliance is that alliance studies have not given as much attention to sustainability and change as formation, dismantling and reliability of the alliances. Based on above discussion, the main purpose of this research is to analyze the variable of internal change of the alliance cohesiveness through the case of ROK-U.S. alliance. In this research, I define the alliance cohesiveness as the degree of cooperation between alliances in security policy. The 'alliance security culture' is the core variable which affect on the change and development of the alliance cohesiveness. From the theoretical perspectives of constructivism, which became one of new paradigms in the study of international relations in the late 1980s, I argue that the alliance cohesiveness can be changed when the alliance security culture reevaluate the threat recognition and alliance interest. In this study, I estimate the cohesiveness of ROK-U.S. Alliance based on the indices such as military power and armament of the United States Force Korea(USFK), pledges of leaders, the degree of alliance institutionalization and ROK-U.S. Joint Drills. As a result, I discover that it was the early 1980s that alliance cohesiveness between ROK and U.S. was the solidest when the alliance culture between two countries could be named 'dependent cooperation' type. In addition, ‘independent cooperation’ type in the early post cold war era and ‘dependent conflict’ type in 1970’s were the next solidest models, while the cohesiveness was the weakest in the alliance cultural era of ‘independent conflict’ type since 1998. In conclusion, the alliance cohesiveness has been changed by alliance security culture consists of alliance norm and alliance security identity. Theoretical implication of this research include followings; first, different from realism and liberalism that argue material variables are important, ideological variable is more important factors in the change of intensity of alliance. Second, attitude toward alliance norm is more important factor than identity that affect on the change of the alliance cohesiveness. Finally, internal factors such as culture are more useful than system as a variable to analyze the intensity of alliance. Several policy implications are derived from above discussion. First of all, the United States should accept and admit the change of alliance security culture of South Korea in order to strengthen the ROK-U.S. Alliance. For this, it requires that the interpersonal exchange between policy makers involved in the alliance policy should be activated as well as legitimized to understand the mutual alliance culture. Secondly, ROK has to consent to the necessity of the stationing of U.S. military in Korea without any sentimental access for ‘independent or equality’ until ROK develop enough military power. The development of public awareness and the growth of economic capability after the Cold War have increased requirement of autonomy in military policy. However, it is desirable that alliance conflict should be minimized by the formulation of alliance security culture for ‘independent cooperation’ type. At last, it demands every effort to establish the regional security council of ROK-U.S. Alliance. South Korea can easily resolve such hot issues as the defense cost-sharing, relocation and deployment of the USFK, SOFA and the restriction of wartime operation control.
