먼저, 조동호와 홍성국의 연구를 종합하면 1995년 남한의 분단비용은 각각 약 11조 9,800억 원(조동호)과 193억 달러(홍성국)이며 원화로 환산하면 약 11조~20조원에 달했다. 이를 조동호가 기준으로 한 95년 남한 잠재 GNP 대비 비율로 표현하면 4.9~7.7%가 된다.
남한이 북한을 흡수하는 방식으로 급격히 통일할 경우, 박태규의 연구 결과는 남한이 통일 후 10년 동안 재정비용만 매년 GNP의 5.6~8.2%를, KDI의 연구 결과는 10년 동안 매년 남한 GRP의 3.5~3.7%를 투자해야 하는 것으로 나타났다.

The purpose of this study is to compare reunification costs with 'division costs' of South and North Korea in accordance with types of reunification approaches based on previous studies on reunification and division costs. Division costs mean the expenses that must be covered by South Korean government and its people due to the division of the peninsula. In addition, this study will take an experimental approach to identify character and substance of reunification and division costs of South and North Korea so as to find a way to minimize its costs.
Studies on reunification and division costs of South and North Korea have, however, a limitation in scientific accuracy and realistic suitability of projected results due to lack of research data and its arbitrary use. In that regard, this study intends to provide a new perspective in comparing different types of reunification of South and North Korea and its costs. So, the question of “what type of reunification would cost least?" was raised. A major criteria of comparison taken for this study was a ratio of reunification or division costs against GNP of a specific year in the reunification process. The concept of costs was also considered.
Out of previous studies, costs used in comparison were taken from the works of Dong-Ho Jo(1997) and Song-Kuk Hong(1998), those of KDI(1991) and Tae-Gyu Park(1996), and those of KDI(1991) and Young-Sun Lee(1993) in projecting division costs, absorptive reunification costs, and gradual reunification costs, respectively. Those studies were used in analysis because they were 1) recent studies and 2) works of researchers who belong to relevant governmental institution and have 3) the same historical assumptions and presuppositions as those set for the permanent division model, the absorptive reunification model, and the gradual reunification model.
After comparing costs according to the criteria presented earlier, a conclusion was drawn that the costs of absorptive reunification is smaller than those of division and greater or at least not smaller than those of the gradual reunification.
Tendency of reunification and division costs is expressed as macroscopic functions and the costs are considered not constant but variable depending on circumstance and policies and efforts of south and north Korea which is the subject of the reunification. Therefore, it is viewed that exchanges and supports need to be done under elaborate strategies and a clear road-map to take a macroscopic approach to elevate strength and efficiency of North Korean economy in order to narrow the gap between South and North Korean economies.
