Korea's rise in the rate of divorce following the Asian economic crisis have brought upon the dishonor of being labeled "the divorce republic." According to a recent data released by the Korea National Statistical Office, in the year 2003, 304,900 couples were married and 167,100 couples have divorced, resulting in about 458 couples filing for divorce daily. Comparing this data to the year 2000, when 334,030 couples were married, marriage decreased by 9 percent while divorce increased by 30.9%, showing a phenomenal annual increase in the rate of divorce. Although an analysis of the increase in the rate of divorce may be due to rapid changes in the socio-economic and cultural trends of our environment, it is also evident that the inability to resolve everyday personal conflicts adds to reasons couples pursue divorce. It is inevitable when two people who grew up in different families and backgrounds and share different culture and values to gradually have conflicts. Therefore, couples incapable of resolving such complications eventually criticize each other blaming character defects, putting a catastrophic end to their marriage. Although the contracting parties of the divorce may have tried their best, their social reputation, rearing of children, and adjusting to their new life accompany emotional, physical, and economic pain. In addition, children raised from divorced parents suffer from watching the painful process and sometimes experience economic hardship. Moreover, in certain severe cases, they suffer from household labor serving as a head of the family, and children entering orphanage facilities are increasing annually. Consequently, family breakups resulting from divorce have brought about many social issues. However, in reality, welfare services to combat these problems are still insufficient. The goal of this research is the following: First, by providing prior education to couples planning marriage, they would escape from fantasies or criticisms and search for the truth meaning of their marriage. Moreover, following their marriage, social welfare programs intended to help better understand marriage life would be commenced to aid their family life. Second, by developing and providing social welfare education programs intended to strengthen the family members' positive values, this goal aims to maintain a healthy family. Third, when considering the possibility of filing for divorce from complications resulting in marriage life, one should try resolving the tensions through the help of a professional social welfare consultant. By jointly and patiently contemplating the possibility of divorce, they could formulate a decision without regret and qualms. Fourth, for the contracting parties who chose divorce to properly adjust to their new life, help should be given to find legal, economic, emotional, and social welfare. Last, try finding a link between the regional society and the social welfare facilities and revive social welfare programs to prevent divorce and social issues that rise from family breakups. Leaving behind a common notion that divorce is simply a personal matter, we should rather be conscious that it is a social issue. Hence, to prevent divorce, social welfare programs must be revived and respective support systems must be in place for both the contracting parties of divorce and their families.
