Pension reforms, which are happening around the world, have arisen because of the economic and social environment since the 1970s. From an economic perspective, as the rapid economic growth, which had lasted until the oil shock of the 1970s, has already been substituted with stagflation caused by low growth and inflation over the long term, it is true that extensive adjustments of a generous benefit payment system is inevitable.Furthermore, a significantly lower birth rate, along with a rapidly increasing average life span darken the future of public pension systems, which are types of pay-as-you-go systems based on the principal of intergenerational support. This is a common phenomenon that most countries in the world go through. In Korea, especially, it can be a very serious problem because the rapid pace of aging and drop in birth rates are both much higher and more severe than in any other country.In this regard, it is notable that financial burdens, derived from when systematic measures against an aging society are not well prepared, will be laid not on a specific generation but on the shoulders of every generation to follow. Therefore, it is urgent to reform the National Pension Scheme so that it is sustainable within an aging society.Geared toward the global pension reform trend, in Korea there has been much discussion on the pension reform plan since the end of 1990s. We can classify it into two directions within a bigger picture as follows:One is to change the pension system from one of lower contributions and higher benefits into one of appropriate contributions and appropriate benefits, to acquire sustainability through long-term financial stability. The other is to introduce a Basic Pension and an Earnings-related Pension as a two-pillar structure to settle financial stability and solve the dead zone problem.These two plans can be said to have the same approach in that they are deliberated at the same time or separately, with the assumption that the Basic (Old-age) Pension will last until the National Pension has matured enough to solve the dead zone problem, which exists mainly between elderly and self-employed people.The government and the opposition party proposed amendments to the National Assembly and tried to come to an agreement to implement such pension reforms, however, amendments on pension reform separately submitted without the mutual consent of the parties was rejected in an extra session of the National Assembly. However, the government’s amendment on the Basic Old-age pension, which was proposed as a collateral bill, was passed by the National Assembly and will come into effect in 2008.The similarities and differences between the alternative bills which each party is pursuing, are as follows;The similarities are that the contribution rate of the Earnings-related Pension is maintained at 9%, the same as at present, and the replacement rate is 40% or 45%. Furthermore, a Basic (Old-age Pension) of 5 to 10% was suggested by all parties.The difference is that the Grand National Party and the Democratic Labor Party suggest guaranteeing a 50% income level by maintaining an earnings-related pension of 40% and a Basic Old-age Pension of 10%, which results in the pension fund expected to be exhausted by 2059, while the Uri party proposes an earnings-related pension of 45% while guaranteeing 5% to eligible beneficiaries of the Basic Pension, who earn less than the specified level. When social consent is available, political consent will be reached.Therefore, this study evaluates discussions on the pension reforms in progress to find out socially and politically agreed upon points by comparing and analyzing the National Pension’s present status, problems, and reform plans and analyzing the pension reform cases of OECD countries, as well as implications from advice on the Korean pension reform suggested by various international organizations.Important conclusions derived from analyzing the above can be summarized as follows:First, administrative level consent between the political parties can be considered as an attempt to shift the Korean old-age income security system, traditionally based on the public pension, into a multi-pillar income security system with a lower contribution-lower benefits scheme. Therefore, it is necessary that the retirement allowance system, paid in a lump-sum, is replaced by a mandatory retirement pension plan to complement a reduced old-age income security level, due to the lowered replacement rate of the public pension, as well as to create a security system to grant self-employed people tax incentives corresponding to the level of employers.Second, the average period of coverage in the National Pension is 12 years now, but it is expected that it will be as much as 20 years in 2070. In this context, if the replacement rate of the public pension is lowered from 60% to 40%, more than half of the pension beneficiaries are guaranteed less than the minimum cost of living. So, we must introduce a way to solve this problem.Third, financial stability pursued in the reform plan will be expected to be effective in extending the year when the pension fund becomes a deficit or is exhausted, rather than solve the fundamental problem which exists in financial stability. Therefore, we must secure the system’s sustainability after the reform is finally implemented through consistent reforms.
