본 연구는 청소년의 역량개발을 위한 청소년활동프로그램의 발전방향을 모색하는 데 있으며, 구체적으로는 다음과 같다. 첫째, 청소년활동현장의 운영 실태와 만족 수준 및 효과를 분석하고, 둘째, 청소년지도자가 인식하는 청소년활동정책의 수준과 프로그램의 문제점을 파악하며, 셋째, 청소년지도자가 요구하는 역량개발을 위한 청소년활동프로그램의 구성방안을 제시하는데 있다. 이러한 연구목적을 달성하기 위해 조사대상은 청소년운영위원회소속 청소년 105명과 청소년지도자 205명을 대상으로 자료를 수집하였다. 수집된 자료는 SPSS(Statistical Package for the Social Science) 12.0을 이용하여 빈도, 백분율, χ²-검증, t-검증, 변량분석 등을 적용하였으며, 분석된 결과를 다음과 같이 요약하였다. 첫째, 청소년들이 청소년활동에 참여하게 된 주된 이유는 “친구를 사귀거나 리더십”을 함양하고자 하는 것으로 인식하고 있었고, 이들이 실제 활동에 참가하고 난 이후에는 활동을 통해서 “책임과 협동심”을 얻게 되는 것으로 확인되었다. 둘째, 청소년들은 청소년활동에 참가하고자 할 때 제도적 요인으로는 “과중한 학교 수업이” 가장 큰 문제가 되었지만 다른 한편으로는 “형식적인 청소년활동프로그램”에 대한 불만이 활동참여를 제약하는 요인으로 분석되었다. 셋째, 청소년이 지각한 청소년활동의 만족수준과 유익성을 분석해 본 결과 대부분의 청소년들은 청소년활동에 대한 만족수준이 높은 것으로 나타났는데 그중 특히 교급별로는 고학년에게서의 만족수준이 특히 높은 것으로 나타났다. 넷째, 정부의 청소년활동 정책사업을 전개함에 있어 “계기별 청소년활동 공모사업”이 가장 효과적인 것으로 분석되었다. 즉 계기별 청소년활동 공모사업은 청소년지도자가 희망하는 가장 바람직한 정책지원사업으로 인식하고 있는 것으로 여겨진다. 다섯째, 청소년지도자들은 청소년활동 영역을 분류함에 있어 현행제도(수련활동, 문화활동, 교류활동)를 적용하고 있는 곳이 있는가 하면 과거 정책에서 설정한 영역분류를 적용하는 곳도 있는 것으로 확인되었다. 이는 프로그램의 개발과 적용, 전개 등에 있어서 아직도 현장에서 프로그램의 적용에 정책적 혼선이 있음을 보여주는 결과라고 판단된다. 여섯째, 청소년지도자들은 청소년의 역량개발에 도움이 되는 청소년활동프로그램을 만들기 위한 요소로서 “타인의 배려와 공존하려는 태도”, “문제의 발견과 이를 해결하고자 하는 자기주도성“, ”자신의 조절능력“, ”공동체구성원으로서의 질서의식” “타인과의 우호적관계유지”, “건전한 놀이와 여가선용”, “인간의 도리를 실천하려는 도덕성“, ”자신의 표현기술“ 등의 내용들이 청소년역량개발 요소로 필요하다고 인지하는 것으로 조사되었다. 따라서 이러한 분석결과를 바탕으로 다음과 같은 제언을 하고자 한다. 첫째, 청소년들이 활동에 참여함에 있어서 제도적 요인 이외의 청소년활동프로그램에 청소년이 불만을 갖지 않도록 형식적 활동프로그램의 구성에서 벗어나 청소년의 요구에 맞춘 프로그램의 개발을 위해 청소년지도자는 적극 노력해야 할 것으로 보인다. 둘째, 청소년활동프로그램의 만족수준이 저학년의 경우 다소 낮다는 점에서 저학년의 청소년활동프로그램에 대한 만족도를 높이는 연구가 시급한 것으로 보인다. 셋째, 청소년활동현장의 활성화를 위해서는 정부에서 “계기별 공모사업”을 활성화하고 지원을 확대함으로써 활동현장에서 안정적이고 지속적인 활동이 추진될 수 있도록 지원해야 할 필요가 크다고 여겨진다. 넷째, 청소년활동의 활성화를 위해서는 무엇보다 청소년의 개인적 역량을 개발하고 지원하는 프로그램의 개발, 연구, 지원이 절실히 요청된다.

Abstract A Study of the Developmental Solutions of Youth Activities Programs in the Development of Youth Capabilities Lee, Kyo Bong Doctoral Dissertation of Education Academic Year of 2007 Department of Youth Education and Leadership Graduate School Myongji University Seoul, Republic of Korea Thesis Director Prof. Kwon, Il Nam The present study is aimed at exploring the developmental solutions of youth activities programs in developing the capabilities of youth. More specifically, the aim of the study is (1) to analyze the operational realities, satisfaction levels, and effects of the fields in which the youth perform their activities; (2) to grasp the levels of policies for youth activities and the problems relating to the programs concerned, (which are recognized by youthworker); (3) to present solutions to develop programs for youth activities for the purposes of the development of youth capabilities, as requested by youthworker. In order to attain such research objectives, data was collected from 105 youngsters and 205 youthworkers belonging to the Operational Committee on youths. Frequency, percentage, χ²-verification and t-verification, analysis of variance, etc. tests were applied to the data, using the Statistical Package for Social Science (SPSS) Vr. 12.0. The findings are summarized as follows. Firstly, the youth took part in youth activities with the primary view "to keeping good company and fostering leadership," and the activities made it possible for them to be equipped with a sense of responsibility and team spirit. Secondly, in institutional terms in connection with their participation in youth activities, "the overburdens created by school work was identified as the most significant problem for the youth on one hand, but their dissatisfaction with "youth programs for the sake of form" was also found to restrict their participation in activities. Thirdly, in terms of levels of satisfaction and benefits, most youths were highly content with their activities, but the students of higher school grades showed a particularly high level of gratification, compared to those of other grades. Fourth, the open invitations to "opportunity-specific youth activities" were found to be the most effective techniques to conduct the government's policy projects for youth activities. It appears that opportunity-specific youth activities are the most desirable policy support programs for youth. Fifth, in classifying youth activities, youthworker applied the current systems, (i.e. training, cultural and exchange activities), to some fields and applied systems established as per the former policies, to other fields. This suggests there remain policy confusion with regard to the development, application, performance, etc. of the programs. Sixth, youthworker regarded adopting an "attitude of consideration into, and coexistence with, others," "self-initiation in the discovery of problems and their solution," "self-control abilities," "the sense of order as a member of the community," "the maintenance of friendly relations with others," "healthy games and the use of leisure time," "the morality to put human duties into practice," and "the skills to express opinions," etc. as necessary for the development of youth capabilities. Accordingly, on the basis of these findings, this study presents the following proposals: Firstly, it appears that youthworker should make active efforts to develop programs that are customized for the needs of youths, rather than implement programs for the sake of form. Failing to do so may result in youth discontentment with the youth programs. Secondly, there appears to be an urgent need to perform studies to enhance the satisfaction of low-grade students with programs for youth activities, because they have expressed somewhat low levels of satisfaction with the programs. Thirdly, in order to invigorate youth activities in the field, it appears highly necessary for the government to assist in the implementation of on-the-spot youth activities on a stable and continuous basis, by revitalizing "opportunity-specific open invitations" and by expanding support measures. Forth, in order to invigorate youth activities in the field, developing, studying, and supporting programs to develop and foster the individual capabilities of youths is, above all, urgently required.
