The purpose of study is to investigate the reason why neo-liberalist educational renovation is introduced to Korean society, based on the particularity of Korean society. In light of it, this study aims at finding out groups who want to introduce neo-liberalist educational policies and why they accept those policies. And this study aims at analyzing the reason why Korean society has accepted neo-liberalism which implies many problems in terms of educational principles by dividing it into political, economic, and social class-related particularity. One of the political characteristics of Koran society is the breakdown of the military regime with fascist tendencies. As the civilian government has come to power, there was no need for political authorities to promote the legitimacy of the regime through education any more. And at the same time they wanted to escape from educational problems occurring due to educational policies in the age of the military regime, and finally they acted in response to demands for educational autonomy from democratic citizens. For this reason and background, the government has announced neo-liberalist educational policies and thereby reduced governmental control while strengthening autonomy and options regarding education. However control by the nation over education has disappeared just in terms of an outward aspect, that is, actually the control has been more strengthened than before by emphasizing various evaluations. Next, the reason why the government introduced neo-liberalist educational policies was due to economic particularity and also because the government wanted to cultivate human resources necessary for economic development through education, and to hide lack of financial resources for public education. In the aspect of cultivating human resources, education is used for cultivating human resources with higher degrees of economic usefulness by adopting special education for the gifted and so called new intellectuals. In addition, the government insisted that the qualitative deterioration of public education is not due to lack of educational infra-structure and educational condition caused by lack of financial support for it but is because of teachers' ability, by justifying strengthening teachers' responsibility and evaluation on them. And thereby the government ignored necessity for increasing budgets for education and demands for qualitative improvement in education among citizens. And next this study discussed why so called new colonial intellectuals, monopolistic capitalists, neo-middle classes and Protestants support neo-liberalist educational renovation, while discussing the particularity of the dominant class in Korean society. These classes have in common in terms of such that they have maintained their position by taking advantage of the political particularity of Korea - the division of the Korean peninsula and so called new colonial environments. However, due to the changes in political environments home and abroad, they came to have difficulty in maintaining their ideology. And thereby there has been emerged the necessity for new ideology resulting in accepting neo-liberalist ideology. In addition, they have tried to maintain their social position and also reproduced the social class system by changing educational practices in the way they want through introducing neo-liberalist educational policies.
