However, researchers in university labs were traditionally excluded from benefiting the Health Safety Management. In recent, a legislation regarding to 'establishment of environments in labs' was announced. However, it is anticipated that a significant change would not take place since continuous improvement and reinforcements should be taken. The plan of appointing a Professional Safety Institution and establishing a Research Lab Safety Center is being reviewed to establish a comprehensive health and safety management system. In addition, a well designed and detailed Health & Safety Plan should be carried out as well as individual efforts of participating members. Thus, this research evaluated the safety level of several research labs of K University for the evaluation of overall safety level of university labs. Through the result, we aimed to present improvements of research lab management. The evaluation methodology was based on the 2002 Industrial Health & Safety Research Center "Safety Verification Method for the Improvement of Research Labs". Also, we have researched the health and safety condition of domestic and oversea university labs to present an appropriate model to K University. The research lab safety verification was implemented in 3 fields: ① Lab safety management policy and framework, ② Research lab safety management and risk level, ③ Research lab related party interview through surveys and investigations of professional. The weighting average of field ① was 20 marks, field ② was 70% and field ③ was 10%. When transferring it to a full mark of 100, the result was 57.2 indicating 『 The safety level of research lab is currently insufficient, thus improvement should be made with professional consultant』 This was resulted by the insufficient facility and framework unrelated to the research participants and responsible officials. It has been found most lab participants were undergraduate or post graduate students, showing a low awareness in safety management. In addition, the Health and Safety Officer of K University was performing another role, thus resulting poor safety management and malfunction of reporting line in lab hazard occurrence. The Lab Safety Management Association is present, but it carries on formal meetings once a year and the divisional professionalized safety principle is absent. Also, in the education sector, basic education is progressed through invitation of external lecturers, thus presenting a lack of systematic management. Various strategies should be pursued for further improvement: active participation of lab members, appointment of safety officer, development of an effective education program, development of safety check charts, supplementation of safety facilities through budget extension, operation of model labs and extension of insurance admission. Furthermore, we consider establishing a specialized organization and health & safety officer is essential for the management of safety.
