Korea was the country of high birth only one generation ago but has become the country of low birth since 2000. This reduction in the birthrate was attributed to changes such as government's active birth control policy implemented since the early 1960s, women's improved educational level, women's employment, the value view of marriage, the value view of children and the like with rapid socioeconomic changes. The reduction in the birthrate in Korea has rapidly progressed to an extent unprecedented in the world. In 2002, the total birthrate in Korea remarkably lower than that in France(1.88), Sweden(1.65), Germany(1.40) and Japan(1.32) may be greatly shocking. This is a result that emerged for a short period of 25 years in our society to a uncomparable extent as it took 150~200 year advanced countries to arrive at this low birthrate. So the recent rapidly-lowering phenomenon of the birthrate is becoming a social matter of great concern in Korean society. The problem of the low birth rate has brought about the reduction of the producing population due to the aging of the population, the slowdown of economic growth, the financial crisis of national pension and health insurance. The reduction of the population of production activity and the aging of the population resulting from low birth mean that the proportion of young people in the work force decreases and the proportion of the aged increases. The continuous reduction of the birth rate and the increase of the aging population can be said to be a serious problem because they may lead to the future socioeconomic difficulty and weaken national competitiveness. The phenomena of low birth and aging reduce the supply of labor and lower labor productivity and lower the rate of savings resulting from the increase of the aging population. Accordingly, they may slow down economic growth by diminishing consumption and investment, undermining financial balance and the like. It is predicted that the continuation of low birth sharply will come to increase the burden of medical expenses for the aged by the class of production age and bring about the financial crisis of health insurance, and exert a serious influence on all fields, such as the increase of social welfare costs and so on. In response to this, Korean government has formulated several alternatives such as the reduction of earning income taxes on the home composed of more than two children, support for the upbringing expenses of the third child and support for expenses required for deliverance and the like in order to enhance the birthrate. But the reality is that the implementation of unrealistic alternatives and makeshift policy by Korean government has had many side effects in relation to its childbirth promotion policy.Accordingly, this study attempted to analyze the realities and factor of Korean low childbirth and investigate the present situation and problem of the childbirth promotion policy of Korean government as the rapidly lowered low birthrate has brought several side effects such as the aging of the population, the shortage of workforce, the weakening of national competitiveness and the like. And it sought to elicit the problem of Korean government policy by making a comparative analysis of policies in advanced countries that had already experienced the low birthrate and present the direction of the Korean low childbirth coping policy based on the findings of this analysis.
