Since 1990s, the Intellectual Transportation System was actively introduced in our country to scientifically and efficiently resolve the ever increasing traffic problems, and was established by public organizations, local governments and private organizations respectively. Also, after "the Basic Plan 21 for ITS"was set forth chiefly by the Ministry of Land, Transportation and Maritime Affairs (the former Ministry of Construction and Transportation) in 2000, the ITS project for local governments has been undertaken to activate the ITS project nationwide. The Urban Construction Project with Advanced Transportation Model instigated the ITS project of Korea to become a nationwide project and the project is being widespread to local small and medium cities while it was chiefly focused on large metropolitan cities before. As geographical scope and versatility of economic and social activities of people becomes larger and varied, the need for integrated provision of nationwide traffic information is increasing. Therefore, as the need for exchange of information among different ITSs - which have been developed respectively by individual organizations - emerges, standardization of both the data transmission protocol and the node-link DB, which is the basis of representing transportation information, is required. Accordingly, the Ministry of Land, Transportation and Maritime Affairs has set forth "the Guideline of Establishing Standard Node/Link for the ITS" which designates the standard node-link ID nationwide for highways and secondary routes and local routes and suggests systematic management of the standard and prepared "the Basis of Exchange of Basic Transportation Information"2) which defines the transmission protocol that is one of the essential elements of traffic information exchange so that the electronic network of roads (node/link system) can be established and managed based on it. However, as the need of information users become varied owing to the rapid development of information communications technology and the telematics, it has confronted limitation in providing various traffic information based on the existing standard node-link system. Currently, there are various electronic maps applied for the traffic purpose - such as the National Basic Digital Maps(NBDM) which is based on the NGIS, the Map of Traffic Themes in the national traffic DB which is based on the NBDM and other various electronic maps which are made by many traffic information collectors and providers for their own purposes and circumstances. To set up the road network which is necessary for collection and provision of real-time traffic information, it shall be efficient to use the Standard Road Network of the Ministry of Land, Transportation and Maritime Affairs. However, the current national standard of road network is inappropriate for collecting detailed traffic information and remodeling of detailed node-link is required. The purpose of this study is to suggest an integrated node-link network remodeling which can satisfy additional requirements for a variety of information collection and provision while maintaining the existing national standard node-link ID system - and it can be expected from this suggestion that versatile collection and provision of traffic information can be achieved.
