The senses about these limitations have invoked more attentions to cultural space in the late 1990's and Korean government has begun to roll out policies to refine cultural implosion areas, which involve designating cultural streets and districts nationwide. Daehak-ro and Insa-dong were designated as cultural district, but have been not effectively operated up to date. That is why culture-related facilities in Cultural District and policy-level supports for it still remain at inferior circumstances, failing to accept rapidly changing realities of District, And what is worse, District has been ever-commercialized at accelerated pace. Thus, the purpose of this study is to examine the significance and current profile of policy of Cultural District, and find out possible effects of policy-level interventions involving designation of cultural district upon culture and place. Furthermore, this study aims to suggest possible alternative solutions for current issues revealed in negative aspects and purpose possible policy directions and promotion strategies to build a cultural district with living art in the future. The primary strategy in Insa-dong cultural district should focus on how to show the genuine Korean traditional culture resulted from enhancement and preservation of its traditional images. Consequently, Insa-dong cultural district requires those strategies which develop its genuine traditional culture, attract its both main customer and new purchasers, promote its unique logo, offer its practical information goods, create its original traditional and cultural goods, support artisans working there, and generate organizational network relevant to it. For the Daehak-ro cultural district, it is not important to increase the number of theaters in unbalanced ways, but to operate more substantial culture policies in advance. Also, it is critical to create a real cultural space, rather than give formal support. it will be required to systematically run performance pavilions, create a good environment for quality performance to achieve growth in quality and keep attracting a good consensus from audience until it can survive on its own. This study has following implications: first of all, it is important to consider members of different groups in the course or preparing cultural support strategies. In addition, the study implies that systematic partnership among various participants and establishment of a system for it, and media for inter-group consensus are needed.
