This thesis presents an analysis of the role of citizen participation for the process of local government in Korea. It is consisted of the three parts: (1) theoretical study of meaning of citizen participation; (2) current situation and problem of operational citizenship; (3) suggestions of strategies for improving the problematic state of local participation in Korea. Firstly, a theoretical inquiry covers several areas significant for conceptualizing citizen participation in Korea. We believe that a reliable concept of citizen participation must, at least, include elements of history, meaning, type, form, skill and effects of citizen participation. Secondly, the important problems based on the current situation of citizen participation in Korea are identified with and analyzed by following elements; the lack of creativity in strategic planning for stimulating resident participation, the low valuation of the resident participation by the local officials, a limited access for the citizens to the administrative information of the local governments, and the weaknesses in qualification and sense of responsibility of the resident organizations' leaders. Thirdly and lastly, five suggestions are provided for the improvement of resident participation in Korea. These strategic plans must be stemming from the belief that the local citizens must develop their operational capacity in order for them to participate in the process of governing their localities, ultimately for them to maximize their own quality of life by becoming the indispensable part of self-governing system itself.
