본 연구는 총 5장의 체계로 구성되었다. 제1장 서론에서는 연구의 배경 및 목적, 연구의 범위와 방법을 제시하였고 제2장 이론적 고찰에서는 지방자치(주민자치), 주민참여, 주민자치센터의 개념과 기능, 주민자치 실현을 위한 주민자치위원회의 도입, 외국의 커뮤니티센터의 운영사례, 선행연구의 검토, 주민자치위원회의 구성과 현황에 관하여 살펴보았다. 제3장은 연구설계로 분석틀을 제시하였고 제4장에서는 주민자치위원을 대상으로 설문조사를 실시하여 주민자치위원들의 인식을 살펴보았다. 제5장은 결론으로 연구의 내용을 요약하고 연구의 시사점과 주민자치위원회의 활성화 방안을 제시하였다.
본 연구의 분석결과를 살펴보면 다음과 같다. 첫째, 성별에 따른 지역주민만족도 인식차이로 남자는 평균 3.19, 여자는 3.15로 나타나 지역주민만족도의 남녀간 인식에는 큰 차이가 없었다. 둘째, 연령에 따른 지역주민만족도 인식차이로 20대에서는 평균 3.18, 30대 3.20, 40대 3.18, 50대 3.19, 60대 3.10으로 나타났고 특히, 30대에서 만족도가 다른 세대들에 비해 비교적 높게 나타났다. 셋째, 학력에 따른 지역주민만족도 인식차이는 고졸이하 2.71, 전문대졸 2.51, 대졸 2.48 으로 높은 학력에 비해 낮은 학력에서의 지역주민만족도가 높게 나타났다. 특히, 고졸이하와 대졸의 인식차이가 크게 나타났다. 넷째, 활동단체에 따른 지역주민만족도 인식차이는 직능단체원 3.18, 통·반장 3.12, 자원봉사자 3.18로 지역주민만족도에 관한 인식이 유사하게 나타났다. 다섯째, 위촉기간에 따른 지역주민만족도 인식차이는 2년미만 3.13, 2년이상〜4년미만 3.33, 4년이상〜6년미만 3.19, 6년이상〜8년미만 3.00, 8년이상 3.13으로 위촉기간이 2년이상인 사람이 지역주민만족도가 높게 나타났다.
이를 근거로 하여 본 연구자가 종합적으로 제시한 주민자치위원회 개선방안에 대하여 요약하면 다음과 같다.
첫째, 주민자치위원회 선출방법의 개선이다. 둘째, 예산의 확충과 예산집행과정에서 투명성을 확보해야한다. 셋째, 주민자치위원의 전문성을 높여야 한다. 넷째, 주민들의 자발적 참여이다. 다섯째, 주민자치위원회의 운영에 대한 전반적인 내용을 개정하여 주민자치위원회의 활성화 방안들을 조례개정을 통해서 제도화해 나가야한다. 그리고 주민자치치위원회 구성과정에서 주민의 적극적인 참여가 중요하고 주민자치위원회의 주민자치기능 강화와 주민참여를 통한 지방자치단체의 지원과 협조가 꾸준히 이루어져야 할 것이다.

In this 21st century information era, the relation between public administration and residents changes in a various fashion, and local governments as well as central government desperately need residents’ cooperation for successful realization of government policies. Also, the resident autonomy center playing a key role of public administration, copes with difficulties drawn from the needs of its residents as well as flexibly delivers functions of policies toward them. In particular, the resident autonomy committee plays a key role in comprising the community and reinforcing resident autonomy functions. Accordingly, regarding it the purpose of this study was to reestablish roles of resident autonomy committee members who have been actual community leaders in the meantime since the enforcement of local autonomy in a full‐scale, and to explore ways of activating resident autonomy committee through resident participation promotion.
This study consists of five chapters in total. The introduction in chapter 1 presented research the background and purpose, and scope and methods of the research. The theoretical background in chapter 2 explored local autonomy (resident autonomy), resident participation, concept and function of resident autonomy center, introducing resident autonomy committee to realize resident autonomy, operational cases of community centers in foreign countries, reviewed on previous studies, and the composition and current state of resident autonomy committee. Chapter 3 the research design presented analysis frames in this study, and chapter 4 reviewed the perception of resident autonomy committee members by conducting a questionnaire survey on the object of resident autonomy committee members. In chapter 5, the conclusions summarized the contents of research and presented research suggestions and plans for activating resident autonomy committee.
The following are the analysis results of this study. First, regarding the perception difference of community resident satisfaction according to sex resulting in men average 3.19 and in women average 3.15, there was no great difference between men’s and women’s perception of community resident satisfaction. Second, regarding the perception difference of community resident satisfaction according to age resulting in 20’s average 3.19, and 30’s 3.20, 40’s 3.18, 50’s 3.19, 60’s 3.10, especially there was a high satisfaction in 30’s compared with the other generations. Third, regarding the perception difference of community resident satisfaction according to academic achievement resulting in 2.71 for graduates from high school or from lower academic institutions, 2.51 for junior college graduates, 2.48 for graduates with a bachelor’s degree, there was high satisfaction in people with a lower academic achievement comparing those with a higher academic achievement. Especially, there was a great perception difference between the graduates from high school or from lower academic institutions, and the graduates with a bachelor’s degree. Fourth, regarding the perception difference of community resident satisfaction according to activity organization resulting in 3.18 for occupation organization members, 3.12 for tong‐ban neighborhood presidents, 3.18 for volunteers, there was a similarity in the perception of community resident satisfaction. Fifth, regarding the perception difference of community resident satisfaction according to commission period resulting in 3.13 for people with the period of less than 2years, 3.33 for people with the period between 2 years and 4 years, 3.19 for people with the period between 4 years and 6 years, 3.00 for people with the period between 6 years and 8 years, 3.13 for people with the period over 8 years, there was a high satisfaction in the perception of community resident satisfaction for those who had commission period more than 2 years.
Based on these results, suggestions for the activation of resident autonomy committee comprehensively presented by the author can be summarized as follows. First, it is necessary to prepare improvement in election methods for resident autonomy committee. Second, it is necessary to secure the clarity in expanding a budget and its discharge processes. Third, it is necessary to improve professionalism of resident autonomy committee members. Fourth, it is necessary to have voluntary resident participation. Fifth, it is necessary to systematize ways of activation of resident autonomy committee through revising ordinances by revising overall contents of the operations of resident autonomy committee. And in the process of forming resident autonomy committee, it is important to have active participation of residents, and to make ceaseless support and cooperation of local autonomy bodies through reinforcement of resident autonomy function of resident autonomy committee and resident participation.
