A water molecule is hydrogen-bonded with other water molecules because a water molecule has relatively high electronegativity due to its polar covalent bonds. Therefore, hydrogen bonds affect attributes of water molecules such as specific heat, latent heat, volume expansion, surface tension and viscosity. Studying physical and chemical properties of water conjoined by hydrogen bond will help understand fire extinguishing mechanism of water-based systems and resolve problems through their strong and weak points. The great strength of water-based fire extinguishing systems is a cooling effect that rapidly drops a temperature below the ignition point, thus it is highly used for fire control and extinguishment because it does not reignite fire, which is possible due to relatively high sensible heat and latent heat. In this respect, the study tried to draw out the most optimal design method using sensible heat and latent heat while it also tried to present improvements that could make up for water-based fire extinguishing system's weaknesses such as freeze-burst by water density change, surface tension and viscosity. 1. The main fire extinguishing mechanism of sprinklers is surface cooling using water sensible heat, which means extinguishment effect can be maximized when water drops reach the top of a burning object and directly cool it down. The design methods that ensure the cooling extinguishment are pipe schedule method, hydraulically designed method and a combination of the aforementioned two methods. Of the methods, the most ideal is the hydraulically designed method that determines design area and water spray density by fire risk of a protective object. Therefore, the classification system based on fire risk and data accumulation of real fire tests are required to reflect the hydraulic design method in the fire safety standards of Korea. 2. The main mechanism of water mist fire extinguishing system is oxygen-diluted suffocation through expanded surface areas of water drops and an air cooling using water latent heat. This method can be an alternative to gas systems because it maximizes a water cooling effect. However, to apply the method to various types of firefighting and fire control, it is imperative to understand the fire extinguishing mechanism based on the size and distribution of water drops sprayed from nozzles and require generalized design methods. In addition, data must be accumulated through research into extinguishing features of water drops and real fire tests. 3. The volume change incurred by water density changes requires measures to prevent the freeze which is the weak point of water fire extinguishing systems. The anti-freeze measures include insulation, heating, burial, anti-freezing liquid injection and dry piping. Fire Safety Standards prescribe that pipes shall be anti-freezing or be buried in places where there is no risk of freezing. However, toxic and environmental impacts must be taken into account. Insulators must be included in the category of interior materials and eco-friendly, heat-resistant, non-toxic insulating materials must be developed. 4. Friction loss is incurred from loss of energy by intratubal adhesion of fluidal viscosity and cohesion by hydrogen bonds. The friction loss increases proportionally to fluid flow. The use of drag reduction additives can reduce friction loss but, toxity must be considered. Corrosion also increases friction loss. When corrosion happens, roughness and adhesion increase, and the reduced diameter of a pipe accelerates the flow, thus suppressing extinguishing pipes and, what is worse, causing failed extinguishment and broken pipes. As corrosion is caused by various factors such as dissolved oxygen, dissolved components, pH, flow and temperature, anti-corrosion piping materials and surroundings and water quality must be factored in. 5. Surface tension does not penetrate into Class A fires and requires surfactants to apply for Class B fires. Fluorine surfactants have a carbon-fluorine chain which was found inseparable in BOD test. PFOS and PFOA, which are fluorine compounds composed of carbon and fluorine, cause environmental pollution and are likely to cause cancers by accumulating the chemicals in blood when contacting for a prolonged period. So, European Union brought the revised EU 76/769/EEC into effect which placed the ban on the sale of the aforementioned two chemicals. PFOS is in the process of being designated as an agent controlled under Stockholm Convention on Persistent Organic Pollutants (POPs). Thus this study suggested the establishment of test standards of environmental impacts and toxity and the development of environmental-friendly foam liquid extinguishing agents
