본 연구는 미국, 일본 등 다른 나라가 소독부산물 관리를 위해서 사용하는 방안 등을 살펴보았고, 정수처리 공정과 배급수 시스템에서 생성, 변화되는 소독부산물의 농도를 계절, 정수장별, 공급과정별, 소독부산물 각각의 종별로 파악하였다. 또한 생물막, 염소 소모량, 접촉시간, 수온 등 수질 변수들과 소독부산물 생성과의 상관성을 통계기법을 이용하여 분석하고, 수학적 모형을 활용하여 소독부산물 발생을 예측하기 위한 모형식을 개발하였다. 염소 소독부산물 발생을 제어하기 위해 대체 소독제, 분말활성탄, 입상활성탄, 활성탄/모래여과 등의 처리공정을 한강원수와 서울시 정수처리 공정에 적용해 보았다. 이러한 일련의 연구를 통해 소독공정에서 발생하는 소독부산물을 효과적으로 관리하여 안전한 수돗물 생산에 도움을 주고자 하였다.
Ⅰ. 소독부산물의 관리
소독부산물은 항목, 기준, 모니터링, 제어 등의 분야로 나누어 관리되고 있다. 우리나라는 먹는물 수질기준에 7종, 감시항목에 10종의 항목을 선정하였고 정수와 급수과정의 수돗물을 매월, 분기로 나누어 항목에 따라 검사하고 있다. 일본은 먹는 물 수질기준에 11항목, 검토항목에 4항목과 추가 연구가 필요한 12항목을 설정하여 관리하고 있다. 미국은 2006년 Stage 2 소독제/소독부산물 규칙을 통해 소독제, 소독부산물의 농도기준과 모니터링 방법 등에 대해 규정하여 관리하고 있다. 소독부산물은 항목을 기준항목, 비 기준 모니터링 항목, 미래를 위한 조사?연구항목으로 나누어 관리하고, 대표적인 모니터링 지점 조사, 정수 또는 수도전에서 목표농도 설정, 검사주기 등 체계적인 관리방안의 마련이 필요하다.
Ⅱ. 소독부산물의 발생과 예측
서울지역의 지난 3년간 정수와 수돗물의 소독부산물 분포는 THMs가 최소 0.0050 mg/L, 최대 0.049 mg/L, 평균 0.023 mg/L, HAAs는 최소 0.0055 mg/L, 최대 0.0348 mg/L, 평균 0.0152 mg/L, Chloral hydrate는 최소 0.0006 mg/L, 최대 0.0127 mg/L, 평균 0.0055 mg/L로 검출되었다.
THMs 농도는 수온이 20℃ 이상 되는 여름철이 수온이 5℃ 이하인 겨울철과 비교하여 2배 높게 생성되었다. HAAs는 THMs와는 다르게 검사시기에 따라서 차이가 크게 발생하지는 않았지만 4월에서 9월 사이가 다른 때보다 높게 생성되었다. 이처럼 수온이 높은 시기에 소독부산물이 최대로 발생하는 것은 수온의 상승에 따른 화학반응의 촉진과 염소요구량의 증가에 기인하는 것으로 판단되었다.
공급계통이 비교적 짧은 정수장의 정수지에서는 관말 수돗물 THMs의 75.8~85.7%가 생성되었고, 공급계통이 비교적 긴 정수장의 정수지에서는 관말 수돗물의 43.5~53.6%가 생성되었다. HAAs는 THMs와 유사하게 배급수과정에 송수하기 전에 50% 이상이 정수에서 생성되었다. 배수지 전후보다는 관말 급수전에서 농도가 대다수 상승하였으나 일부는 다시 감소하는 등 THMs와 같이 공급계통에서 지속적으로 증가하지는 않았다. 이것은 정수장의 시설 운영여건과 배급수 계통에서 소독제 주입량과 접촉시간이 유사한 경우에도 정수장별로 다른 THMs, HAAs 생성농도를 보이는 것으로 나타났다. 또한 THMs와 HAAs 전구물질의 농도, 소독제 존재하에서 소독부산물 자체의 안정성 등의 차이로 다른 거동 특성을 보이는 것으로 나타났다. THMs 중에서 클로로포름과 브로모디클로로메탄이 90% 이상의 비율을 보였고, 디브로모클로로메탄은 약 4~5%를 차지하였고 브로모포름은 정량한계 이하로 검출되었다. 배급수 계통에 체류하는 시간이 증가할수록 클로로포름의 농도가 가장 크게 증가하였다. HAAs는 디클로로아세트산과 트리클로로아세트산 2종이 가장 높은 농도로 발생하였고 브로모클로로아세트산과 디브로모아세트산이 미량 검출되었다. 모노클로로아세트산과 모노브로모아세트산은 정량한계 이하로 검출되었다. 소독제를 투여한 직후에는 DCAA가 TCAA 보다 생성하는 속도가 높았으나 접촉시간이 증가할수록 TCAA 농도가 증가하는 속도가 컸다. 서울시 수돗물에서는 브롬계 소독부산물 보다는 염소계 소독부산물이 주종을 이루고 있었다. 전염소와 후염소가 투여된 직후에 일부 정수장에서 HAAs가 THMs 보다 높게 발생하였으나 배급수 시스템 관말로 갈수록 THMs의 증가속도가 HAAs보다 높아 대부분 급수계통 수돗물의 THMs 농도가 HAAs의 농도보다 높게 생성되었다.
소독부산물의 생성농도는 단위시간 당 THMs, HAAs, Chloral hydrate의 순서로 온도가 높을수록, 잔류염소의 소모량이 증가할수록 높게 나타났다. 배급수 시스템에서 THMs의 형성은 염소소모량, 수온 등과 상관성이 높은 것으로 나타났다. 수질변수를 이용하여 암사와 강북정수장 수돗물의 소독부산물의 발생을 선형, 대수 모형을 이용하여 다단 다중회귀 분석을 통해 예측할 수 있었다. 개발된 예측모형을 이용한 예측값은 실제 측정값과 비교하면 결정계수가 0.78에서 0.99 로 수돗물에서 발생하는 소독부산물의 발생량을 예측하는데 이용할 수 있었다.
Ⅲ. 생물막이 잔류염소와 소독부산물의 변화에 미치는 영향
배급수 관망의 생물막은 수돗물의 수질특성, 유속, 잔류하는 소독제의 농도, 온도, 관 재질 등과 같은 변수들에 영향을 받는다. 실험에 사용한 스테인레스 관과 닥타일 주철관 시편에 형성된 생물막의 농도는 유사하였고, 부식을 방지하기 위해서 사용된 인산염은 생물막의 형성을 증가시켰다. 유입 수돗물의 잔류염소는 닥타일 주철관 시편이 있는 반응기를 통과할 경우 80% 가량이 소모되었으나 스테인레스 시편이 있는 반응기를 통과 할 경우 10~20%가 소모되는 것으로 나타났고, 인산염을 주입할 경우에 잔류염소가 소모되는 것을 다소 억제할 수 있었다.
관 재질에 따라 형성된 생물막은 THMs 보다는 HAAs의 농도 변화에 더 큰 영향을 미쳤고 HAAs의 변화는 DCAA의 농도변화가 큰 것이 원인이었다.
Ⅳ. 소독부산물의 제어방안 평가
소독부산물과 같은 유해요소를 저감하기 위해서 정수처리 공정과 배급수 관망 관리의 최적화를 통하여 소독부산물 농도를 낮추려는 노력을 병행해야 한다.
소독제를 전염소/후클로라민으로 소독 처리할 경우가 전염소/후염소, 전염소/후차아염소산나트륨, 전염소/후혼합산화제 공정보다 소독부산물의 생성을 억제할 수 있는 것으로 나타났다. 혼합산화제와 차아염소산나트륨은 염소와 비교하여 소독부산물의 저감효과는 보이지 않았고 클로라민은 소독부산물의 생성은 저감하었으나, 소독력이 낮은 특성을 고려하여야 한다. 원생동물과 같이 염소에 내성이 강한 미생물을 처리할 경우나 소독부산물의 발생 농도를 획기적으로 감소시키기 위해서는 전염소처리를 억제하고 오존 또는 UV 소독 방법을 도입하여 현재의 전/후염소 처리방식을 개선할 필요가 있다.
전염소처리로 발생된 소독부산물이 분말활성탄, 입상 활성탄, 오존+입상활성탄, 입상활성탄/모래 여과 방식을 통해서 저감 되는 양상은 소독부산물의 종류에 따라서 다르게 나타났다. 전염소 처리로 이미 형성된 THMs, HAAs는 오존 처리로 농도의 변화가 없었고, 입상 활성탄, 오존+입상활성탄, 입상활성탄/모래 여과 방식으로 이미 생성된 THMs는 운전기간 100일까지 약 50%까지 처리되는 것으로 나타났고, 150일이 경과하면 유입, 유출수의 THMs 농도차이는 없는 것으로 나타났다. HAAs는 280일이 경과해도 80%가량 저감되는 것으로 나타났다. THMFP 는 1년의 운전기간에도 50%가량 저감될 수 있는 것으로 나타났다.

Management plans for disinfection by-products of drinking water in foreign countries such as U.S.A. and Japan were surveyed. and DBPs formation and change were examined by season, water treatment process, supply process and their species. In addition, disinfection by-products formations were correlated with water-quality variables such as biofilm, chlorine consumption, contact time and water temperature and developed a mathematical model for the prediction of formation of disinfection by-products. To control formation of chlorinated disinfection by-products, alternative disinfectants, powdered activated carbon, granular activated carbon and activated carbon/sand filtration were evaluated by examining characteristics of disinfection by-products formation. Those studies were aimed to provide useful information for production of safe drinking water by effectively controlling disinfection by-products formed in the disinfection process.
For management of disinfection by-products, those are classified into standard, non-standard, monitoring and future research items. It is necessary to prepare the systematic management plan including requirement of monitoring points, setting up target concentrations in treated and tap water, and examination frequency.
For last 3 years in Seoul, THMs of treated and tap water were minimum 0.0050 mg/L, maximum 0.049 mg/L and mean 0.023 mg/L. HAAs were minimum 0.0055 mg/L, maximum 0.0348 mg/L, and mean 0.0152 mg/L. Chloral hydrate was detected minimum 0.0006 mg/L, maximum 0.0127 mg/L, and mean 0.0055 mg/L. The concentration of THMs was 2-fold higher in summer season (water temperature≥20℃) compared to winter (water temperature≤5℃). That of HAAs was not significantly different by time; however, it was relatively higher from April to September. Thus, the maximum disinfection by-products are formed during the period with high water temperature and it is determined due to promotion of chemical reactions and an increase of chlorine consumption by an increase of water temperature.
In a clearwell storage of purification plant having relatively short supply system, 75.8~85.7% of THMs observed in the end of distribution system is formed. In a clearwell storage of purification plant having relatively long supply system, 43.5~53.6% of THMs is produced. Like THMs, HAAs was already produced 50% or more during the water purification before entering the water supply system. The concentration mostly increased rather in the end of distribution system than in the influent and effluent of water distribution reservoir, however, sometimes it reduced again. Therefore, it did not constantly increase, like THMs, in the supply system. Although similar conditions are applied for facility operation and the same amount of disinfectant was used with similar contact time in the distribution system, the concentrations of THMs and HAAs were different by the water purification plant. In addition, there were varying behavior characteristics due to the different concentrations of THMs and HAAs precursors and the difference of stability of disinfection by-products itself under the presence of disinfectant. Among THMs, there were over 90% of chloroform and bromodichloromethane, about 4~5% of dibromochloromethane and bromoform under the detection limit.
As water stayed more and more in the water distribution system, the concentration of chloroform largely increased. Among HAAs, dichloroacetic acid and trichloroacetic acid were detected at the highest concentration and a very small amount of bromochloroacetic acid and dibromoacetic acid. Monochloroacetic acid and monobromoacetic acid were also detected under the detection limit. Just after using disinfectant, DCAA was produced faster than TCAA, however, as the contact time is increased, the TCAA concentration was rapidly increased. In the Seoul drinking water, there were rather chlorinated disinfection by-products than bromated disinfection by-product. Immediately after pre- and post-chlorination, HAAs was produced more than THMs in some plants. But, the increasing rate of THMs was greater than that of HAAs as approaching to the end of distribution system so the concentration of THMs was higher than that of HAAs in tap water in most water distribution systems.
The formation of disinfection by-products per unit time was greater in higher temperature and more consumption of residual chlorine. After 150 days operation, there was no difference in THMs concentrations of influent and effluent water. HAAs was decreased about 80% even after 280 days operation. THMFP was reduced about 50% even after 1 year operation.
Management plans for disinfection by-products of drinking water in foreign countries such as U.S.A. and Japan were surveyed. and DBPs formation and change were examined by season, water treatment process, supply process and their species. In addition, disinfection by-products formations were correlated with water-quality variables such as biofilm, chlorine consumption, contact time and water temperature and developed a mathematical model for the prediction of formation of disinfection by-products. To control formation of chlorinated disinfection by-products, alternative disinfectants, powdered activated carbon, granular activated carbon and activated carbon/sand filtration were evaluated by examining characteristics of disinfection by-products formation. Those studies were aimed to provide useful information for production of safe drinking water by effectively controlling disinfection by-products formed in the disinfection process.
For management of disinfection by-products, those are classified into standard, non-standard, monitoring and future research items.
