According to a 2006 report compiled by the Ministry of Culture, Sports, and Tourism, a total of 1320 local festivals are held every year in different regions in Korea. About 800 of them were organized as recently as 1995. From both a cultural standpoint and socioeconomical perspective, festivals have a positive impact on local communities and clearly offer new possibilities in spurring local economic development. However, criticism has been leveled at the abrupt expansion of local festivals because most of the recent ones are either poorly organized or lack a clear identity, and some are merely organized as a trendy promotional event for the local town or village. As a result of these shortcomings, participation among local residents and tourist attendance has been poor. Thus, some festivals are being held up as examples of wasteful spending by provinces. There is a need to screen local festivals and review attendance results after a festival is held. This paper purports that the success of a cultural festival is not as much about simple entertainment elements as it is about the necessity of a healthy profit model. The Broadcasting Entertainment Job Fair is a festival that can raise the pride of the local town and improve its overall image. The six production factors (Planning, Merchandising, Marketing, Organizing, Directing, Management) that are required to organize a Broadcasting Entertainment Job Fair should undergo a quantitative analysis in order to present an effective and useful alternative. The following study topics have been selected to present evaluation questions that will identify the marketing factors that influence the organization of a festival. First, how is the structure of the evaluation points required for organizing a festival constructed and in what way does it proceed? Second, how is a local festival planned and what are the key internal factors of the production process that will induce an economic effect? Third, how much did marketing play a role in boosting repeat attendance and satisfaction among visitors? Along with presenting the area of study, research on the practical questionnaires pertaining to visitor attendance of the Broadcasting Entertainment Job Fair should be included as well. After using a research methodology to bring about a conclusion, a final conclusion can be made on how the elements of a cultural festival with a for-profit business model affect visitor attendance and positive responses. In light of the effectiveness of this study, a study on the organizing committee should be one of the future topics of research and as seen in foreign festivals, there is a need to study how to make corporations and local residents take a leading role in organizing festivals. Researches and academic scholars should hold discussions on this topic. In addition, merchandising, which is crucial to management factors, should be studied using a social research approach and economic analysis. If the study includes marketing research that specifically focuses on finding ways to maximize profits, it will be more helpful as research tool. In conclusion, the extent that local citizens and festival-related provincial agencies make an effort to study the planning stage and organization of a festival, which is usually organized by TV networks or ad agencies, may determine whether the local festival can succeed as an annual event instead of as an one-time event. A study should be carried out to draw a conclusion on this topic.
