The purpose of this study was to propose a new steel jacketing method that does not require a grout between steel and concrete and to compare its seismic performance with that of the FRP jacketed concrete. The proposed steel jacketing method uses external pressures on steel jackets to attach it to the surface of concrete. Thus, the new steel jacketing method is relatively easy to install compared to the existing steel jacketing method. The failure of the jacketed concrete was observed to occur at the welding lines and, thus, after reinforcing the welding lines with strip bands, the steel jackets yielded and showed good ductile behavior. In another experimental test of concrete cylinders, a double-layered steel jacket was introduced and showed good performance like a single-layered jacket. The effects on the confined concrete in several parameters such as the concrete strength, the yield strength and the jacket's thickness, and the gap between the steel and the concrete were discussed through nonlinear analytical model of concrete. The yield strength and the thickness of the steel jackets had a significant influence on the jacketed concrete significantly. Also, the size of gap affected the strength of the jacketed concrete in that a larger gap decreases the effect on increasing the strength. The performance of the proposed steel jacketing method was compared with that of FRP jackets. The proposed steel jackets show non-composite-behavior with the concrete. However, the FRP jackets do composite-behavior with concrete. The concrete confined by the new steel jacket showed a softening behavior after the steel jacket yielded, but the concrete confined by the FRP jacket showed a monotonous increase in strength until the failure-point. The significant difference of the two jackets is that the steel jackets do not increase the axial stiffness of the jacketed cylinders but the FRP jackets do. This point of the proposed steel jackets is beneficial to retrofit of RC columns. The proposed steel jacketing method is a very practical method that can be applied to RC columns on bridge piers. The method shows a good performance and can be easily installed. Consequently, the new method may be helpful to increase the seismic resistance of the RC columns that do not have an adequate seismic resistance.
