국가안위와 국민경제에 지대한 영향력을 미치는 국가중요시설의 기능은 전·평시를 막론하고 정상적으로 유지되고 관리되어야 하며, 이러한 기능발휘를 보장하기 위해서는 우선 시설자체가 안전하게 보호되어야 한다. 최근의 테러집단들이 보이는 활동양상과 북한과 대치하고 있는 안보현실을 감안할 때, 국가중요시설에 대한 위협행위 또는 도발이 언제, 어떻게 일어날지 예단할 수 없다. 한국의 특수경비제도는 국가의 필요성에 의해 공경비를 대신하여 국가중요시설의 안전문제를 담당할 목적으로 운용되고 있는 민간경비제도의 한 형태이다. 특수경비제도는 2001년 4월 7일 『경비업법』의 제8차 개정에 따라 시작되었으며, 제도가 시행된 지 7년이 지난 2007년 말 현재 55개의 특수경비업체에 약 6,000여 명의 특수경비원이 종사하고 있는 민간경비산업으로 자리매김하고 있다. 또한, 치안서비스의 공급주체인 경찰과 함께 상호 역할분담을 성실히 수행하고 있으며, 기본목적인 국가중요시설에서의 범죄와 손실예방에 일임을 다 하고 있다. 특수경비제도는 그 시행기간이 짧은 점도 있지만 법령 및 규정의 미비와 운영상의 제한사항 등 여러 가지 문제로 인하여 아직까지 완전히 정착되지 못하고 있는 실정이다. 본 연구는 세계적으로 이슈화되고 있는 테러리즘과 관련하여 테러공격의 주요 대상물이 될 수 있는 국가중요시설의 경비체계는 문제가 없는가라는 인식과 특수경비제도가 시행된 지 7년 남짓 경과하고 있는 현시점에서 제도가 어느 정도 잘 정착되고 있는가 하는 실효성 검증차원의 연구가 필요하다는 소명의식에서 출발하였다. 연구의 목적은 한국의 특수경비제도가 그 중요성에 비해 아직까지 정착하지 못하고 있는 실질적인 원인은 어디에 있으며, 그 문제점이 무엇인가를 도출하고 그에 따른 세부적인 대안을 연구·모색하여 제시함으로써 제도의 정착과 특수경비업무의 활성화는 물론 한국 민간경비의 역할을 증진 하는 데 있다. 핵심적인 연구문제는 한국 민간경비 역할증진을 위한 특수경비업무의 발전방안을 모색하는 것이며, 이를 규명하기 위한 세부연구문제는 법·제도적인 측면에서의 문제점 및 발전방안, 교육훈련 측면에서의 문제점 및 발전방안, 운영적인 측면의 문제점 및 발전방안 등 세 가지 범주로 설정하여 연구를 진행하였다. 첫 번째 범주인 법·제도적인 측면에서는 특수경비업무의 모체라 할 수 있는 『경비업법』과 관련 법령 및 규정들을 중심으로 개정이 필요한 조항과 특수경비업무의 전문화를 위해 법률적으로 보완이 요구되는 사안들을 연구하여 제시하였으며, ‘경비업의 업무영역 재설정’, ‘특수경비지도사제도 신설’, ‘특수경비원 및 업체 임원의 자격기준 강화’, ‘특수경비업자의 청원경찰 감독권 구체화 명시’, ‘국가공인자격제도의 특수경비원 적용’, ‘청원경찰제도와 특수경비제도의 일원화’ 등이 주로 논의된 내용이다. 두 번째 범주인 교육훈련 측면에서는 현행 특수경비원 교육훈련체계를 분석하고 이에 따른 발전방안을 논의하였다. 그리고, 세 번째 연구범주인 운영적인 측면에서는 ‘특수경비원의 신분 및 직업보장’, ‘보수 및 복지대책 향상’, ‘유사시에 대비한 국가중요시설의 방호준비태세 보강’, ‘국가중요시설 경비 책임부서 일원화’ 등에 대해 논의하였다. 본 논문에서 특수경비업무의 발전방안으로 제시하고 있는 주요 내용을 정리하면 다음과 같다. 법·제도적인 측면에서 첫째, 『경비업법』에 다섯 영역, 즉 시설경비, 호송경비, 신변보호, 기계경비, 특수경비업무로 구분하고 있는 민간경비업무영역을 재설정하여야 한다. 현행 『경비업법』상 업무영역을 구분하는 기준은 경비서비스 제공의 ‘주체’와 ‘수단’의 두 가지를 사용하고 있음으로써 혼란이 야기되고 있다. 영역구분 기준을 경비서비스 제공주체로 통일하여 시설경비, 호송경비, 신변보호, 특수경비업무의 네 종류로 구분하고, 기계경비는 시설경비와 특수경비에 포함하는 방향으로 법령을 개정해 나가야 한다. 둘째, 특수경비지도사제도를 신설해야 한다. 경비지도사는 일반경비지도사와 기계경비지도사의 두 종류가 있다. 시설경비업무가 대부분 인력과 감시기계장치가 혼합된 경비형태로 발전하고 있는 현실과 일반경비지도사의 기계경비분야 지도능력 부족, 특수경비업자의 두 종류 경비지도사 채용 및 운용에서 오는 비용적인 부담, 특수경비업무의 특수성 등을 고려하여 일반경비지도사와 특수경비지도사로 구분하는 것을 발전방안으로 제시하였다. 셋째, 특수경비원의 자격기준을 강화하여 법령에 명시하여야 한다. 특수경비원은 국가기능을 대신하여 국가중요시설의 안전을 책임지고 있는 경비원이다. 엄밀한 의미에서 범법전과자로 분류하는 벌금형 처벌자가 특수경비원으로 근무할 수 있는 현행 자격기준을 개선하여 적어도 전과경력자가 국가중요시설에서 근무하는 것은 방지할 수 있도록 관련법령을 개정해 나가야 할 것이다. 넷째, 특수경비업을 영위하는 특수경비업자의 자격을 강화해야 한다. 현재는 일정한 자본금과 시설, 임원진의 결격사유만 없으면 특수경비업을 영위할 수 있다. 국가중요시설 역할의 중요성을 감안할 때 사회적인 책임감이 우수한 자에 의해서 경비업무가 수행되는 것이 바람직하다. 따라서, 경비업 관련 전문성 견지 등 특수경비업체 임원의 자격기준을 강화하여 법령에 규정하고 이들에 의해서만 특수경비업이 운영되도록 해야 할 것이다. 다섯째, 특수경비업자에게 청원경찰의 감독을 위한 징계권 등을 부여하여야 한다. 현행 특수경비업자의 청원경찰 감독권은 실효성이 의문시되는 유명무실한 것이다. 지휘계통을 달리하는 청원경찰에게 직접적인 제재가 가해지지 않으면 통제가 어려운 것이 현실이다. 따라서, 특경비업자에게 청원경찰 징계 및 징계제청권을 추가로 부여하여 실질적으로 감독권을 행사할 수 있는 여건을 마련해 주어야 한다. 여섯째, 특수경비원에 대한 국가공인자격제도를 시행해야 한다. 국가중요시설 경비는 공경비 기능을 대신하는 높은 전문성이 요구되는 분야로 일반 시설경비와는 달리 전문화된 경비원에 의해 업무가 이루어져야 한다. 따라서, 가칭 ‘특수경비사’ 국가공인자격제도를 도입하여 시행함으로써 국가중요시설의 경비력을 강화해 나가야 할 것이다. 또한, 경비현장에서 이원적으로 운영됨으로써 많은 문제점을 야기하고 있는 청원경찰제도와 특수경비제도의 단일화를 조기에 추진해야 한다. 교육훈련 측면에서는 특수경비원의 전문화를 위하여 현행 교육훈련제도를 대폭적으로 개선하는 노력이 필요하다. 첫째, 신임교육방법을 공통교육에서 공통교육 및 시설유형별 전과교육 방식으로 개선해야 하며 둘째, 시설주와 경비업자에 대한 기본소양교육을 위한 프로그램 마련하여 시행하고 셋째, 특수경비 전문교육기관인 가칭 ‘경비전문학교’를 설립하여 운영할 것을 제안한다. 넷째, 명확한 교육목표 설정과 교육지침을 수립하여 시달하고 다섯째, 관계기관의 확인·감독활동을 강화해 나가면서 여섯째, 전문강사 선발 및 운용 그리고 일곱째, 전문위원회에 의한 교육용 교재 편찬 및 보급이 이루어져야 할 것이다. 마지막으로 운영적인 측면에서는 첫째, 특수경비원의 신분과 직업성을 보장해 주어야 한다. 특수경비제도가 정착되지 못하고 있는 근본적인 원인 중의 하나는 특수경비원의 불안한 직업성문제이다. 비정규직을 반영구적인 직업성을 보장하기 위한 대책들을 마련해야 한다. 즉, 용역업체 도급주기를 현행 3년 보다 장기화하고 업체가 교체될 때에는 소속 특수경비원을 자동적으로 고용승계하는 방식으로 발전한다면 직업성이 어느 정도 보장될 것으로 보여진다. 둘째, 특수경비원의 보수 현실화 대책이 마련되어야 한다. 청원경찰과 유사한 수준의 보수지급을 명문화하고, 특수경비원의 보수수준을 포함한 특수경비업체 운영 표준비용기준을 마련하여 도급업체 입찰조건으로 표준비용산출 결과를 제출하게 하는 방식으로 시행한다면 보수문제는 해결 가능할 것이다. 또한, 이와 병행하여 ‘준공영제’의 시행이나 세제혜택 부여 등 업체의 수익성을 보장하는 국가차원의 지원이 뒷받침되어야 한다. 셋째, 특수경비원의 복지대책을 마련해 주어야 한다. 특수경비원의 근무의욕과 ...

국가안위와 국민경제에 지대한 영향력을 미치는 국가중요시설의 기능은 전·평시를 막론하고 정상적으로 유지되고 관리되어야 하며, 이러한 기능발휘를 보장하기 위해서는 우선 시설자체가 안전하게 보호되어야 한다. 최근의 테러집단들이 보이는 활동양상과 북한과 대치하고 있는 안보현실을 감안할 때, 국가중요시설에 대한 위협행위 또는 도발이 언제, 어떻게 일어날지 예단할 수 없다. 한국의 특수경비제도는 국가의 필요성에 의해 공경비를 대신하여 국가중요시설의 안전문제를 담당할 목적으로 운용되고 있는 민간경비제도의 한 형태이다. 특수경비제도는 2001년 4월 7일 『경비업법』의 제8차 개정에 따라 시작되었으며, 제도가 시행된 지 7년이 지난 2007년 말 현재 55개의 특수경비업체에 약 6,000여 명의 특수경비원이 종사하고 있는 민간경비산업으로 자리매김하고 있다. 또한, 치안서비스의 공급주체인 경찰과 함께 상호 역할분담을 성실히 수행하고 있으며, 기본목적인 국가중요시설에서의 범죄와 손실예방에 일임을 다 하고 있다. 특수경비제도는 그 시행기간이 짧은 점도 있지만 법령 및 규정의 미비와 운영상의 제한사항 등 여러 가지 문제로 인하여 아직까지 완전히 정착되지 못하고 있는 실정이다. 본 연구는 세계적으로 이슈화되고 있는 테러리즘과 관련하여 테러공격의 주요 대상물이 될 수 있는 국가중요시설의 경비체계는 문제가 없는가라는 인식과 특수경비제도가 시행된 지 7년 남짓 경과하고 있는 현시점에서 제도가 어느 정도 잘 정착되고 있는가 하는 실효성 검증차원의 연구가 필요하다는 소명의식에서 출발하였다. 연구의 목적은 한국의 특수경비제도가 그 중요성에 비해 아직까지 정착하지 못하고 있는 실질적인 원인은 어디에 있으며, 그 문제점이 무엇인가를 도출하고 그에 따른 세부적인 대안을 연구·모색하여 제시함으로써 제도의 정착과 특수경비업무의 활성화는 물론 한국 민간경비의 역할을 증진 하는 데 있다. 핵심적인 연구문제는 한국 민간경비 역할증진을 위한 특수경비업무의 발전방안을 모색하는 것이며, 이를 규명하기 위한 세부연구문제는 법·제도적인 측면에서의 문제점 및 발전방안, 교육훈련 측면에서의 문제점 및 발전방안, 운영적인 측면의 문제점 및 발전방안 등 세 가지 범주로 설정하여 연구를 진행하였다. 첫 번째 범주인 법·제도적인 측면에서는 특수경비업무의 모체라 할 수 있는 『경비업법』과 관련 법령 및 규정들을 중심으로 개정이 필요한 조항과 특수경비업무의 전문화를 위해 법률적으로 보완이 요구되는 사안들을 연구하여 제시하였으며, ‘경비업의 업무영역 재설정’, ‘특수경비지도사제도 신설’, ‘특수경비원 및 업체 임원의 자격기준 강화’, ‘특수경비업자의 청원경찰 감독권 구체화 명시’, ‘국가공인자격제도의 특수경비원 적용’, ‘청원경찰제도와 특수경비제도의 일원화’ 등이 주로 논의된 내용이다. 두 번째 범주인 교육훈련 측면에서는 현행 특수경비원 교육훈련체계를 분석하고 이에 따른 발전방안을 논의하였다. 그리고, 세 번째 연구범주인 운영적인 측면에서는 ‘특수경비원의 신분 및 직업보장’, ‘보수 및 복지대책 향상’, ‘유사시에 대비한 국가중요시설의 방호준비태세 보강’, ‘국가중요시설 경비 책임부서 일원화’ 등에 대해 논의하였다. 본 논문에서 특수경비업무의 발전방안으로 제시하고 있는 주요 내용을 정리하면 다음과 같다. 법·제도적인 측면에서 첫째, 『경비업법』에 다섯 영역, 즉 시설경비, 호송경비, 신변보호, 기계경비, 특수경비업무로 구분하고 있는 민간경비업무영역을 재설정하여야 한다. 현행 『경비업법』상 업무영역을 구분하는 기준은 경비서비스 제공의 ‘주체’와 ‘수단’의 두 가지를 사용하고 있음으로써 혼란이 야기되고 있다. 영역구분 기준을 경비서비스 제공주체로 통일하여 시설경비, 호송경비, 신변보호, 특수경비업무의 네 종류로 구분하고, 기계경비는 시설경비와 특수경비에 포함하는 방향으로 법령을 개정해 나가야 한다. 둘째, 특수경비지도사제도를 신설해야 한다. 경비지도사는 일반경비지도사와 기계경비지도사의 두 종류가 있다. 시설경비업무가 대부분 인력과 감시기계장치가 혼합된 경비형태로 발전하고 있는 현실과 일반경비지도사의 기계경비분야 지도능력 부족, 특수경비업자의 두 종류 경비지도사 채용 및 운용에서 오는 비용적인 부담, 특수경비업무의 특수성 등을 고려하여 일반경비지도사와 특수경비지도사로 구분하는 것을 발전방안으로 제시하였다. 셋째, 특수경비원의 자격기준을 강화하여 법령에 명시하여야 한다. 특수경비원은 국가기능을 대신하여 국가중요시설의 안전을 책임지고 있는 경비원이다. 엄밀한 의미에서 범법전과자로 분류하는 벌금형 처벌자가 특수경비원으로 근무할 수 있는 현행 자격기준을 개선하여 적어도 전과경력자가 국가중요시설에서 근무하는 것은 방지할 수 있도록 관련법령을 개정해 나가야 할 것이다. 넷째, 특수경비업을 영위하는 특수경비업자의 자격을 강화해야 한다. 현재는 일정한 자본금과 시설, 임원진의 결격사유만 없으면 특수경비업을 영위할 수 있다. 국가중요시설 역할의 중요성을 감안할 때 사회적인 책임감이 우수한 자에 의해서 경비업무가 수행되는 것이 바람직하다. 따라서, 경비업 관련 전문성 견지 등 특수경비업체 임원의 자격기준을 강화하여 법령에 규정하고 이들에 의해서만 특수경비업이 운영되도록 해야 할 것이다. 다섯째, 특수경비업자에게 청원경찰의 감독을 위한 징계권 등을 부여하여야 한다. 현행 특수경비업자의 청원경찰 감독권은 실효성이 의문시되는 유명무실한 것이다. 지휘계통을 달리하는 청원경찰에게 직접적인 제재가 가해지지 않으면 통제가 어려운 것이 현실이다. 따라서, 특경비업자에게 청원경찰 징계 및 징계제청권을 추가로 부여하여 실질적으로 감독권을 행사할 수 있는 여건을 마련해 주어야 한다. 여섯째, 특수경비원에 대한 국가공인자격제도를 시행해야 한다. 국가중요시설 경비는 공경비 기능을 대신하는 높은 전문성이 요구되는 분야로 일반 시설경비와는 달리 전문화된 경비원에 의해 업무가 이루어져야 한다. 따라서, 가칭 ‘특수경비사’ 국가공인자격제도를 도입하여 시행함으로써 국가중요시설의 경비력을 강화해 나가야 할 것이다. 또한, 경비현장에서 이원적으로 운영됨으로써 많은 문제점을 야기하고 있는 청원경찰제도와 특수경비제도의 단일화를 조기에 추진해야 한다. 교육훈련 측면에서는 특수경비원의 전문화를 위하여 현행 교육훈련제도를 대폭적으로 개선하는 노력이 필요하다. 첫째, 신임교육방법을 공통교육에서 공통교육 및 시설유형별 전과교육 방식으로 개선해야 하며 둘째, 시설주와 경비업자에 대한 기본소양교육을 위한 프로그램 마련하여 시행하고 셋째, 특수경비 전문교육기관인 가칭 ‘경비전문학교’를 설립하여 운영할 것을 제안한다. 넷째, 명확한 교육목표 설정과 교육지침을 수립하여 시달하고 다섯째, 관계기관의 확인·감독활동을 강화해 나가면서 여섯째, 전문강사 선발 및 운용 그리고 일곱째, 전문위원회에 의한 교육용 교재 편찬 및 보급이 이루어져야 할 것이다. 마지막으로 운영적인 측면에서는 첫째, 특수경비원의 신분과 직업성을 보장해 주어야 한다. 특수경비제도가 정착되지 못하고 있는 근본적인 원인 중의 하나는 특수경비원의 불안한 직업성문제이다. 비정규직을 반영구적인 직업성을 보장하기 위한 대책들을 마련해야 한다. 즉, 용역업체 도급주기를 현행 3년 보다 장기화하고 업체가 교체될 때에는 소속 특수경비원을 자동적으로 고용승계하는 방식으로 발전한다면 직업성이 어느 정도 보장될 것으로 보여진다. 둘째, 특수경비원의 보수 현실화 대책이 마련되어야 한다. 청원경찰과 유사한 수준의 보수지급을 명문화하고, 특수경비원의 보수수준을 포함한 특수경비업체 운영 표준비용기준을 마련하여 도급업체 입찰조건으로 표준비용산출 결과를 제출하게 하는 방식으로 시행한다면 보수문제는 해결 가능할 것이다. 또한, 이와 병행하여 ‘준공영제’의 시행이나 세제혜택 부여 등 업체의 수익성을 보장하는 국가차원의 지원이 뒷받침되어야 한다. 셋째, 특수경비원의 복지대책을 마련해 주어야 한다. 특수경비원의 근무의욕과 동기유발을 위해 호봉제, 승급 및 승진제도, 일반경비원과 차별화된 복장 제정 및 착용, 계급구조 세분화, 우수경비원 선발 및 포상 활성화 등 다각적인 대책을 강구해 나가야 할 것이다. 넷째, 제대군인 우선채용제도를 조기에 정착 및 활성화해 나가야 한다. 우수인력을 특수경비원으로 영입하기 위한 방편으로 한국경비협회와 국가보훈처 제대군인지원센터 간에 협의각서를 체결하고 제대군인을 채용하고 있으나 제도가 활성화되지 못하고 있는 실정이다. 따라서, 우선 채용권이나 신임교육 일부 면제 등 특혜사항을 마련하고 이에 대한 홍보를 강화한다면 군에서의 다양한 경력과 능력을 갖춘 많은 우수한 제대군인을 특수경비 산업분야로 유입할 수 있을 것이다. 다섯째, 유사시에 대비하여 국가중요시설의 방호준비를 보강해야 한다. 유사시 방호작전에 사용되는 무기·탄약, 장비·물자 등을 소요량을 고려하여 준비하고 예비군신분의 특수경비원을 동원보류직종으로 지정하여 유사시 임무수행여건을 보장하며, 지휘체계 확립을 위한 훈련과 실탄사격훈련을 실질적으로 실시할 수 있는 방안을 강구해 나가야 한다. 마지막으로, 경찰기관 내에서 이원화되어 있는 국가중요시설 경비를 책임관리하는 부서를 일원화해 나갈 것을 제언한다. 특수경비산업은 주변의 치안환경 변화, 즉 현재 추진 준비 중에 있는 지방자치경찰제 시행, 전·의경제도 폐지논란, 공공 기능의 민간이양 활성화 정책추진 등을 고려할 때에 향후 그 역할이 더욱 다양해짐은 물론 업무영역이 크게 확산되어질 것으로 전망된다. 기적으로 그 중요성이 부각되어지고 있는 한국 특수경비업무의 발전을 위한 본 논문이 경비분야의 학문적 발전과 더불어 경찰, 경비업계 등 관련기관이나 단체에 도움이 되길 바란다. 또한, 본 연구에서 다루지 못한 분야를 포함하여 특수경비제도의 발전을 위한 후속연구가 이어지길 바라며 관계기관의 적극적인 관심 속에서 본 논문에서 제시하는 발전방안들이 조기에 현실화되길 기대한다.

With recent terror activities and Korea's current situation with North Korea in mind, we are incapable of predicting when or how threats and provocations to national key facilities will occur. Korea's special security system is one form of private security that replaces the nation's need for a public security, and takes responsibility for the safety of national key facilities. Special security system was established in April 7th, 2001, by the 8th revision of the Security Laws. Seven years after its establishment, at the close of 2007, the system consists of 55 different agencies and over 6,000 special security guards, firming its place as a civil industry of its own. In addition, the system has been consistently complimentary with the police, who are the prime guardians of public peace and order, without astraying from the system's prime objective: preventing crime and damage to national key facilities. Even with these efforts, however, the establishment of the system has not been long enough, and laws and regulations regarding its management has restricted the system's development into a more perfect establishment. Increasing issues of global terrorism today has triggered the need for an analysis of special security system's effectiveness, whether or not national key facilities have any flaws in its security, and how well the system actually is established. This thesis identifies the key causes that hinder the makings of a firmer establishment, despite the system's importance. By identifying the causes, resolutions can be formulated that will not only vitalize special security system, but also increase its functions in Korea's private security industry. The main focus is to formulate resolutions in three areas-laws and regultions; training and education; and management-and elaborate with further details. The first area, laws and regulations, delves into special security system's origins, the Security Laws. There are several aspects that require revisions, and additions to the law are needed for further professionalization of special security system. These revisions and additions include the topics of restructuring the current system's operational territory; establishing a new special security directors system; strengthening the qualification conditions for agencies and special security guards; embodying security manager's supervision authority over special guards assignment; granting official certifications for special security guards; and merging special guard assignment system with special security system in certain areas. The second area analyzes problems in education and training, and explores ways to improve those issues. Finally, the last subject discusses problems in management. There are various problems within operational management such as status and career guarantees in special security guards, improvements for compensation and welfare policies, defense preparations for national key facilities during times of trouble, and merging security departments in national key facilities. The resolutions for the problems identifies are recapped in the following. First off in the law and regulation area, the Security Laws dividing private security into five different operation territories-facility security, convoy escorts, body guarding, instrumental security, and special security-must be restructured. The standards for the current sections are based on both the types of private security and methods of private security. It creates confusion. The standards should be based on the type of security, and reduce the sections into facility security, convoy escorts, body guarding, and special security. Instrumental security will be included under facility security or special security, depending on the situation, in order to reduce the current confusion surrounding this subject. Secondly, a new special security directors system should be established. Security directors are currently divided into standard security director and instrumental security director. However, there are several restraints coming from these two types. Facility security is evolving into a fusion of both manpower and electronic equipments. There are limits to a standard security director's utilization capabilities over instrumental security, and the costs of hiring and managing both systems pose as a financial burden. Considering the uniqueness of special security, it is recommended that security directors be split into standard security directors and special security directors. Third, the qualification standards must be strengthened and mentioned by law. A special security guard is someone who takes responsibility of national key facilities' security in place of the government. As is the case, the current qualification standards, which allows even people with criminal records to operate, should be strictly strengthened. Fourth, like the qualification standards for special security guards, the agencies themselves must have stricter qualification standards as well. The current system allows any agencies without financial burdens or significant disqualifications to operate. Considering the significance of national key facilities, it is preferable that security affairs are handled by those with strong nationalism and sense of duty. Consequently, stricter regulations should be imposed and have special security run by agencies who qualify those stricter standards. Fifth, special security agencies should be imbued with disciplinary authorities over special guards assignment. The few authorities agencies have currently are ineffective and fairly meaningless. It is obvious that control cannot be maintained over those that have a different chain of command and direct consequences cannot be applied. Therefore, it is advised that special security agencies are granted with disciplinary authorities in order to maintain a more valid control over special guards assignment. Sixth, official certification of special security guards are necessary. Unlike ordinary security, special security is something that replaces public security, thus requiring a high state of professionalism. By introducing an official certification system, certified special security guards, it is only natural that national key facilities will benefit from a stronger security. Lastly, a unification of special security system and special guards assignment is a subject worth pursuing. A unification of these two parties on the security scene will only increase their effectiveness. In the training and education area, there are seven resolutions presented for the problems identified currently. First, special security needs a new curriculum that includes common introductory classes and more advanced classes based on the various instruments used. Second, a program for background information exchange between clients and agencies need to be introduced. Third, an official school for special security must be established. Fourth, professional instructors must be appointed and operated. Fifth, clear educational objectives must be set to be run in official schools. Sixth, a board of education must be appointed to guide the schools and compile textbooks for new special security guards. In the management area, the first problem at hand is the insecurity and lack of guarantee regarding status and career in special security guards. The main reason special security system is not yet regarded as a professional career is because of the uncertainty over the future. Short contract terms and temporary employments are at the root. If the replacement periods for contracted agencies are lengthened, longer than the current 3 year cycle, and an automatic switch-over is initiated during the replacement period, it would definitely clear up much of the insecurity surrounding the occupation. Second, realistic compensation plans must be provided for special security guards. Agencies should have wage levels set similarly to those of the special guards assignment. In addition, agencies should be made to declare their standard operational expenses, which will include wages, to contractors once the agencies are bid for. Combine this with a joint ownership of agencies and governmental support, in forms such as tax benefits, it will stabilize special security agencies financially. Third, a welfare policy should be provided for specialized security guards. In order to increase motivation and brotherhood, concepts such as salary classes, ranks and promotions, distinct uniforms, and a reward system for outstanding employees should be introduced. Fourth, a system of hiring outstanding discharged military manpowers should be established. Currently, the Korean Security Association and the Discharged Officers Support Center have a cooperations pact between them to hire outstanding discharged manpowers. However, it is not being well utilized. As a result, special privileges such as preference employment or partial exemption from introductory education, and active advertising of such policies, will assist in employing many outstanding discharged manpowers. Lastly, defense preparations for national key facilities in case of emergencies must be better arranged. Supplies used in defense, such as weapons, ammunitions and equipment must be prepared according to actual usage amounts. In addition, reserves should be appointed as a mobilization-ready resource, and constant training and live-fire exercises should be executed frequently in preparation for real situations. There are several popular issues regarding the public peace today. Plans to initiate autonomous local police, debates about abandoning the obligational police system, transferring security functions to civil institutions are all part of the issues today that can only be seen as the expansion of special security industry. At a time when the industry's importance is constantly increasing, we can only hope that the resolutions mentioned in this thesis will develop and expand the gravity and role of security agencies and organizations involved. In addition, topics not mentioned in this thesis will hopefully be continuously researched, pitching in to ever-improving field of private security.
