본 연구에서는 국내외 노인주거 및 실버타운 개념의 등장배경 및 운영방안에 관한 연구를 고찰하고 한국 노인주거정책과 현황의 문제점을 알아보고 활성화 방안을 연구함으로써 노인주거복지 실현에 기여하고자 하였다. 급속한 산업화 및 도시화와 더불어 맞벌이 부부가 급증하는 최근에는 노부모와 자녀가 함께 사는 것은 자녀에게 부양부담을 초래하고 노인들의 활기찬 사생활을 위축시킬 수도 있다는 견해가 부상하면서, 노인들을 위한 주거시설에서 노후를 보내는 데 대한 긍정적 시각이 점차 증가하고 있다. 실버타운의 입지조건은 공급자와 수요자 측면에서도 배우 중요하다. 이러한 입지 조건으로는 주변 토지 사용의 적합성 교통편의 문제, 각종 서비스 시설과의 근접성, 입지지형과 형태 입주 예상지역의 사회, 경제적 특징을 충분히 검토하여 선정되어야 한다. 또한 실버타운은 그 범위에 있어서 기존의 유료 양로원과 같은 단순주거 기능 위주의 소규모 단일시설개념에서 한 단계 발전하여 필요한 제반 서비스까지 포함시키는 개발이 되어야 한다.노인주거시설과 관련된 토지 및 부동산 영역의 법적 제도적 보완이 필요하다. 노인복지시설과 노인주택을 위한 토지 및 건설은 비업무용 부동산으로 분류되어 시설설치주체가 법인세를 중과 부담하고 있다. 따라서 법인세법 시행세칙 제 18조 지급이자의 손급 불산입(일부개정 1998. 8.22 재정경제부령 제 41호)에 비업무용으로 보지 않는 부동산 항목에 노인복지법에 의해 노인복지시설의 설치를 위해 취득하는 부동산이 포함되도록 해야 할 것이다. 일부에 국한된 감면을 전체 시설에 대한 것으로 확대를 하는 것이 바람직할 것이다.

This study has been performed to review current issues of elderly housing in Korea and project future aspects of integrated form of continuing care facilities such as silvertowns in developed countries. As of 2008, only o.4% of the Korean elderly live in elderly housing, while 5% do so in other developed countries such as Japan and America. The change of the status of the elderly in Korea is one of the distinctive changes. First, the development of medical knowledge and technology made the life expectancy of people longer than ever before. Due to more delicately expanding needs of the elderly for their welfare service and because governmentally subsidized service is very limited for the range of service quality, we expect silver industry expansion over retirement facility development as well as other health and consumer industries. In Korea, weak points of the care facilities are that leisure or activity oriented areas are vulnerable for winter time activities particularly for assisted unit residents. Therefore, the retirement communities are supported by the state and county government within perspectives of township & urban development plan. In Korea, still there are about 300 licensed care facilities such as retirement communities and nursing centers, while more than 1,000 of un-registered welfare facilities. Future aspects of facility visions should be guided for the workers, so that they are relieved from stressful routines without any future plan. Finally, there are some legal issues that tax return benefits and land use privileges are given toward for newly establishing elderly housing complexes, and a variety of cost charging systems need to be offered for developing large town scale facilities.
