Orthography is a rule for transcribing a language with certain letters. However, the formation and development of the rule are not simple. This is because orthography is 'something that institutionally allows regularity in a language by abstracting the system of the use of a language at a high level'. Assuming that the unification of the country is our task to accomplish without fail, there would be nothing more important than the comparison of languages between North and South Korea. While there might have been a few differences between studies that conducted a comparative analysis of the orthography of South and North Korea to date, the focus of such comparison and analysis was mainly placed on 'the contents' such as orthography, spacing, and the standard pronunciation rather than the background of the formation. This study highlighted existing comparative analyses of South and North Korean languages again, and focused on looking into issues in order to identify the differences and their causes between the two countries concerning the legislation of orthography according to the lingual policy of South and North Korea. Ahead of them, the study performed a preliminary study on the differences in orthography between South and North Korea; as a result, no main stream has been changed, but some differences could be found only in bylaws overall except for the order and name of the syllabic, the regulation of initial sound and the indication of words written in Chinese characters, the regulation of epenthetic 's' (-ㅅ-), and the regulation of spacing. Therefore, concerning 󰡔the draft for unified spelling system of Korean characters (Hangeul)󰡕(1933), this study investigated various research papers and the opinions of the scholars related to the issues, focusing on the outline and the aforementioned differences. Also, the study mentioned the differences between 󰡔Korean spelling󰡕(1988), which accepts 󰡔the draft for unified spelling system of Korean characters 󰡕(1933) almost without any modification and 󰡔the Joseon Normative Collection󰡕(1966, 1987), which inherits its context centering on Gestalt spelling laws by the aforementioned item.
