Securing the international trade supply chain is one step in the overall process of strengthening and preparing customs administrations for the 21st century. In the aftermath of the terrorist attacks on September 11, 2001, U.S. Customs Service began developing antiterrorism programs to help secure the United States. The U.S. Customs Service has taken various measures for the security of the United States. Including Container Security Initiative (CSI), 24-Hour Rule, Trade Act of 2002 Final Rule, and C-TPAT. Nations world over including the U.S.A. are implementing measures of global security and facilitation concerning the international trade supply chain. Reflecting the increasing needs for strengthening international trade supply chain, WCO has adopted WCO SAFE Framework that will enhance the security of international trade and thereby facilitate international trade itself. The WCO SAFE Framework will enhance world trade, ensure better security against terrorism, and increase the contribution of customs and trade partners to the economic and social well-being of nations. It will improve the ability of customs to detect and deal with high-risk consignments and increase efficiencies in the administration of goods, thereby expediting the clearance and release of goods. As a result, it will provide the security and facilitation of international trade with global economy. For the security of international supply chain, it is necessary to increase cooperation between the customs houses and between Customs and private sector, i.e. the trading circle under changing international trade environment. As for the cooperation among Customs houses, the revised Kyoto Convention General Annex standard 6.7 provision provides that the Customs seeks to cooperate with other customs administrations and seek to conclude mutual administrative assistance agreements to enhance customs control. Moreover, the Customs-to-Customs standard of the WCO SAFE Framework Pillars 1 provides that Customs administrations must work cooperatively with common and accepted standards to maximize the security and facilitation of the international supply chain. According to the WCO SAFE Framework pillars 2, Customs-to-Business, each customs administration has to establish a partnership with the private sector in order to ensure the safety and security of the international trade supply chain. Trading circle in Korea undergoes various influences by a lot of measures for the secure and security of the United States. To cope with such measures of the U.S., Customs service and trading circle in Korea must examine thoroughly various steps taken for the security of the United States. Firstly, economic operators in the international supply chain have to recognize the importance of security. Secondly, it is necessary to consolidate the departments which are the managing parties involved in the international movement of goods. Thirdly, it is necessary that AEO program be adopted, established, and developed in Korea. AEO program will contribute to an effective allocation of customs resources, reduction of compliance cost, and improvement competitiveness in korean trade community. Fourthly, it is necessary to introduce non-intrusive inspection equipments and radiation detection equipments to inspect high-risk container or cargo quickly without disrupting the flow of legitimate trade. Lastly, it is necessary to foster the supply chain security industry which represent one of the higher value-added businesses.
