세계적으로 기후변화는 가속화되고 있으며 극심한 기상변화와 기상재해의 발생빈도 및 그 규모가 확대되고 있다. 따라서 본 연구는 농업의 필수요소인 기후가 변화하였을 때, 농작물 재해에 어떤 영향을 미치는지를 실증분석 하였다. 분석을 위하여 패널자료를 사용하여 각 재해별 농작물 피해비율을 종속변수로, 기후변수 요인을 독립변수로 하여 다중회귀모형을 설계하였다. 분석결과, 농작물 재해피해율이 기후요인에 의해 영향을 받는 것으로 나타났으며, 총 재해 피해율에 영향을 미치는 기후요인으로는 기온, 강수량, 강수 집중도, 연도가 통계적 유의성을 가졌다. 특히 호우와 태풍은 강수량과 강수 집중도가 높을수록 재해피해율이 증가하는 것으로 나타났으며 태풍의 경우 기온의 직접적 영향을 받는 것으로 나타났다. Parks Method 분석결과, 돌풍과 설해의 재해피해율에서 기온, 기온극차, 강수량 등의 변수 통계적으로 유의했으나, Da Silva Method 분석에서는 통계적 유의성을 갖지 못했다. 호우와 태풍 등의 재해피해율에서 연도변수 추정치가 음(-)의 값이 나왔는데 이는 재해발생 대비 및 피해복구의 기술이 발전해왔기 때문인 것으로 보인다. 기후변화에 따른 기상재해 증가를 대비한 각 재해별 재해방지 및 복구대책 마련이 요구되며 본 연구의 결과는 농작물 재해 예방 및 예측의 기초자료로 활용이 가능할 것이다.

Climate change is rapidly getting worse. In Korea, the average temperature has increased by 1.5℃ over the last 100 years. This climate change can cause many problems such as changes to ecosystems and extreme weather conditions. Recently, meteorological disasters have increased and the scale is gradually being expanded. The purpose of this study is to analyze the impact of climate change on agricultural damage caused by meteorological disasters when climate change is worsening. For analysis, a multiple regression model was designed. The dependent variable set was the agricultural damage rates of disasters, and the independent variable sets were climate factors. The data used in the analysis was cross-sectional data from 1985 to 2007. The Time Series Cross Section Regression(TSCSREG) model was used. To summarize the results of analysis, climate factors such as temperature, precipitation, and precipitation concentration affect the total rate of agricultural damage caused by meteorological disasters. In particular, heavy rains and typhoons should increase when precipitation increases, and there should be a higher precipitation concentration. Also, typhoons are directly affected by temperature. These results suggest that the rise in temperature and the change in precipitation form caused by global warming could increase agricultural damage caused by disaster. The year variable has an estimate of (-) of the value for typhoons and heavy rains. It implied that agricultural damage rates are reduced over time because of the development of disaster prevention and reconstruction technology. However, the year variable for gust has an estimate of (+) value because the frequency has recently increased. To minimize agricultural damage caused by meteorological disasters, governments and farmers need to prepare countermeasures to cope with each possible disaster.
