The purpose of this study is to establish a framework of analysis from the subject of operation, programs, the disabled as the subjects, professionals, and finance of vocational rehabilitation institutes for the disabled, to obtain suggestions via case study of advanced nations, to analyze the operation conditions and problems of the vocational rehabilitation institutes for the disabled in Korea, and to present methods to improve.
Based on the results of this study, methods of improve vocational rehabilitation institutes for the disabled are presented as follows.

In addition, rapid development of detailed guidelines and manuals for operation based on reorganization of types of vocational rehabilitation institutes for the disabled and establishment of centers to study vocational rehabilitation institutes for the disabled should be examined.
Second, insufficient programs for efficient operation of vocational rehabilitation institutes for the disabled were problematic for the programs of vocational rehabilitation institutes for the disabled. Therefore, it is needed to examine development and utilization of programs of work-places for protected employment and working of severely disabled persons, pre-working assessment and training programs, programs for workplace field training, workplace programs centered on social adaptation training, type subdivision of vocational rehabilitation institutes for the disabled, and assistant service programs such as counseling, social intervention, therapeutic intervention, medical services, and recreation.
Third, insufficient regulations on the disabled as the subjects and accessibility of the disabled staying at home were problematic for the disabled as the subjects of vocational rehabilitation institutes for the disabled. Therefore, it is needed to clarify the standards of the subjects, and to establish vocational rehabilitation institutes for the disabled within communities, other than vocational rehabilitation institutes for the disabled centered on accommodations. In addition, it should be examined for the government to supply vehicles and cost deficits for employing vocational rehabilitation institutes for severely disabled persons.
Fourth, insufficient training, retaining, and management of professionals in each field due to absence of detailed operational regulations on the types and distribution of the professionals were problematic for the professionals of vocational rehabilitation institutes for the disabled.
