This research is to find an efficient English learning system for under achieving elementary school students. We went through the nature of the students existing study program on each different level. For the result we ran special English supplementary lessons based on the research for a group of year 5 students. Then we developed the program by categorizing students into who only has a difficulty in English, who also have difficulties with some of other subjects or who have difficulty with most of the subjects, to compare the changes they went through in concept and knowledge. Based on this data we carried on observing and analyzing the lessons to discover the result. This research was targeted to 10 underachieving year 5 elementary students in English, during weekly 2 hours lessons for 12 weeks. We had preconceived ideas of the target student’s natures and analyzed their needs, complied the mock lessons and extracted the compulsory study elements for this supplementary program. We implemented the assessment of the post cognitive domain after the 12 week learning program. Teachers were observing students and having consultations with them, the students would write their self assessment, this also included mutual assessment, feedback and program analysis. The result is like this; First, the post affective domain in the conceptual category we investigated the changes they had in fun, self confidence and learning anxiety before and after the program. Most of the students achieved successfully after the program. They had more fun within their learning and increased their self confidence and their learning anxiety diminished. Second, in the recognition category we implement a English diagnosis before and after the study program to compare and analyze the English learning achievements. All but one student improved their own end result. Also we found that the more enthusiastic they are the greater improvement they get. Third, analyzing the result of this English supplementary program, this study has more of the teacher’s direct influence compared to the previous lessons in traditional classroom, also the teacher’s use of Korean in the lesson reduces as the program develops. Throughout this study program, student’s had more of a simple verbal reaction than native languages, although their use of Korean has decreased toward the end of the program. Fourth, by analyzing the teacher’s observation record and journal we noticed that the student’s learning attitude had changed positively, and their desire to study English has also increased as the program progresses. Fifth, by analyzing the student’s feedback they chose their study achievement throughout the program and the game and reward system as their most positive aspects. The negatives they chose were their own forgetfulness and their difficulties to follow the lesson. Alongside this, their concept of the teacher had changed positively, and every student agreed this study program helped their learning of English. Putting all of these research outcomes together, we prove that this English supplementary program for under achieving students using the same study material as the normal lessons but taught in more interesting and fun ways, had a positive and efficient outcome. This was especially helpful to students who only have difficulties learning English, as opposed to students who had more difficulties with the majority of other subjects. Therefore this English supplementary program for under achieving students, which requires sufficient time and endless repetition to help students to achieve their study, should be implemented in the actual educational field. This also needs ongoing research and development to streamline its application.
