This study pointed out that even though the police proposes a lot of solutions to protect victims of sexual violence, but there are still many problems such as 2nd damages of victims, which has not been improved. It is not only because of problems in operation and but because of problems in approach of the police to victims. This study examined how the police can approach in order to create the support system for child victims of sexual violence by relatives, by analyzing details of current protection measures of victims of sexual violence, their operations, details from selection of policemen in charge of sexual violence to their activities, and cases on child victims of sexual violence by relatives. The results of the study are as follows: Among sexual violences, sexual violences against child by relatives are started from childhood, sustained for long-term, and are not disclosed outside. In addition, criminal punishment is difficult, and the aftereffect is serious. It is the best to prevent those crimes from not happening, but sexual violences against child have been increasing globally, including sexual violences against child by relatives. Therefore, it is necessary to find out initially right after the incident, and to prepare the appropriate measures. According to several studies on victims of sexual violence, it is said that the role of the police is greatly important because victims meet first the police (as criminal justice agencies) to punish wrongdoers. So, this study examined that in the investigation process, what continuous service support systems on child victims of sexual violence by relatives exist. Professional support of local communities should be provided in an initial stage. For protection of child victims of sexual violence by relatives, the police has been preparing and operating victim supporter system, ONE-STOP support center for women victims/victims of school violence, counselor room for women, women mobile police forces, the policemen in charge of sexual violence, system for recording statement, application of anatomic dolls, investigation room for video confrontation and mobile investigation room. For details, the police has implemented a system for recording statement to prevent repeated statements of children and make investigation methods diversify, and has applied anatomic dolls to help for children or disabled victims to state the details precisely in the process of recording statements. Moreover, they have operated investigation rooms for video confrontation and mobile investigation rooms to minimize violation of human rights and protect victims from retaliation of the wrongdoers. Also, the victim supporter system has been operated to help in the process of police investigation because it is such a hard process for victims from reporting to the police to being before the trial. To examine how those protection measures of the police are operated, 32 of 53 policemen in charge of sexual violence belonged in Choongbuk National Police Agency took part in the survey, and 10 cases on child victims of sexual violence by relatives were analyzed. As a result, it was found that the practically applied methods were a system for recording statement and application of anatomic dolls. It was analyzed that 10 persons (76.9%) responded that they used a statement recording room less than twice, the number of application of video confrontation/mobile investigation room was only 1, and 11 persons (84.6%) replied that they applied the victim supporter system less than 3. As for a statement recording system, a protocol should be written with recording, but when victims are children or the disabled, they cannot state consistently, or become tired easily for long-term process, which causes other damages such as giving up investigation. Among sexual violences, the wrongdoers of sexual violences against child by relatives are relatives, and victims are children, which is the specific, so those cases require more professional knowledge and technology than other sexual violence cases. But 6 persons (18.8%) who have no experience in handling sexual violence and 5 persons (15.6%) who have no experience in handling investigation itself were designated as policemen in charge of sexual violence, which means policemen in charge of sexual violence and victim supporter systems have been selected and operated not practically, and video confrontation․mobile investigation room were not even installed. Through examination of current status of policemen in charge of sexual violence, and analysis on cases on child victims of sexual violence by relatives, 4 problems were raised. First, even though there are 2nd damages on victims are occurred in the investigation process, 26 persons (81.3%) replied that policemen in charge of sexual violence have no idea of the features of victims of sexual violence, which means the recognition of sexual violence cases is insufficient. Second, systems for protection of victims have been installed not practically. Third, support systems and connection networks are insufficient. Fourth, there is no continuous service for victims after the incidents. Currently, the police has to face increasing crimes with limited resources, so there are a lot of limitations on establishing solutions for victims, which is not disclosed on the surface clearly. But, it is not tolerable that the nation which has to protect the safety of citizens, leaves victims of sexual violence to chance. Consequently, the police should be responsible and establish solutions to protect rights of victims of sexual violence and to restore their damages. Therefore, this study suggests the following proposals based on the above results. First, change in recognition of policemen including policemen in charge of sexual violence should be necessary. It is important to implement not only education on direct tasks such as investigation techniques/methods for policemen in charge of sexual violence, but also education related to victims such as psychology, counseling, women's studies, social welfare study, and victimology, and those who got education should teach to all policemen as messengers. Because as well as policemen in charge of sexual violence, all policemen should obtain various knowledge on sexual violence without a bias. Second, it is essential to improve the system of victim protection measures of the police. When establishing the protection measures, the police should consider business practice of policemen in the front line, establish within the possible scope, inspect the system operation for protection of sexual violence victims, make up the insufficient points, and meet the original purposes. In particular, regarding a system of assigning policemen in charge of sexual violence, personality, personal ability and practical conditions are not considered, and the designated policemen should deal with other tasks at the same time, which is not practical, and needs improvement. Third, it is necessary to establish close networks with local communities to provide the required facilities to victims at the right time. When handling the case, the police should protect the right of victims and help them to go back to society, and normally the police and local communities should make every effort to prevent sexual violences and wipe out social-bias by performing continuous education and PR. Finally, the police should provide continued services to victims after the incidents. It is desirable that the police guides and consults on the investigation process and progress using visitation/phone/email to victims' houses or protection facilities. In addition, if providing continuous services until the victims can be stabilized psychologically and socially through protection from danger, it will not only resolve fear and give confidence to victims, and but decrease the number of potential crimes and increase in arrest of the wrongdoers. Under the current status of the police, there is a still long way to go, concerning change in recognition on sexual violence/improvement of protection measure systems, forming networks with local communities, and how the follow-up service system is operated, but this study suggests that the professional task-force on sexual violence should be installed for the long-term. It is desirable that the professional teams including policemen (people in charge of psychology, counseling, medical knowledge) integrate distributed assignments on sexual violence, and handle them through case conference. In addition, they educate and promote accumulated data to apply to practical affairs, establish close networks with local communities, and take charge of continuous follow-up management for victims. This study suggests just installment of professional task-force on sexual violence, but it is expected that there will be the wide range of studies on victims of sexual violence in the future, and it will be possible to provide child victims-based (of sexual violence by relatives) services.
