셋째, 사업추진 및 지원체계 측면의 개선방안으로 지역아동센터와 지역사회 자원과의 네트워크 활성화로 기관 상호간 협의체가 구성이 되어 정체성을 유지하면서 서로 협력하여 보완관계를 구축해 나가야 한다.
넷째, 재정측면의 개선방안으로 지역아동센터의 운영의 질적 우수성을 위해서 국가 재정의 확대와 지역의 네트워크와 자원을 활용한 효과적인 후원 개발 방안이 마련되어야 할 것이다.

For this purpose, first, this study examined the present conditions of policies of community children centers in terms of i) targets, ii) programs, iii) finance, and iv) project performance and support systems by reviewing literature concerning community children centers; second, conducted a survey with employees at community children centers to see their perception of center policies and identify problems; third, presented implications of the policies and devised improvement schemes.
To do this, judgement sampling was performed with employees at community children centers in Gwanak-gu, Seoul and southern regions of Gyeonggi Province, such as Gunpo, Anyang, Ansan, Suwon, and Hwaseong; and for the questionnaires collected in this study, estimation of descriptive statistics was carried out through frequency analysis, multiple response analysis, the mean, and percentage using an SPSS/12.0 statistical package.
The main results of this study can be summarized as follows:
Problems with targets of community children centers include: First, no PRs of community children centers or active search for targets can lead to higher risks of neglecting children at dark corners in need of the centers; second, targets are concentrated on children in the absolute poverty bracket, who can very possibly be stigmatized; third, there are insufficient facilities exclusively for adolescents. Problems with programs include insufficient financial support of programs and lack of various programs in consideration of users' needs. Problems with finance include: First, financial assistance from private sectors to the centers decreases along with heavier burden for operators, resulting in poorer financial situations of the centers; second, no separate estimation criteria exist in terms of personnel expenses for employees. Finally, problems with project performance and support systems included insufficient manpower within the centers and poor association of local resources due to insufficient networks among institutions.
On the results of this study, the following suggestions can be made to improve community children centers.
First, it is necessary to establish identity of community children centers as facilities to provide universal service, not selective service limited to specific classes.
Second, it is necessary to develop and provide special and standardized programs to target children rather than to protect and guide them.
Third, it is necessary to form an inter-institutional conference by activating networks between community children centers and community resources to maintain identity, cooperate with each other, and construct complementary relations in order to improve project performance and support systems.
Fourth, it is necessary to expand national finance and devise an effective support development scheme using local networks and resources in pursuit of qualitative superiority in operating the centers as a scheme to improve their finance.
