Construction work has been upgraded in terms of scale, type, and function due to the rapid changes in industrial structure in modern times. Consequently, project participants need to have high technical skills owing to the development of construction technology and new construction methods. To cope with this changing environment, project owners try to apply systematic and advanced construction management techniques to construction work.
At present, systematic project management method, or construction management is being used for the optimal achievement of project goals and for improved efficiency depending on project characteristics such as planning, design, construction, maintenance, and management.
In Design-Bid-Build projects for public institutions, there is little consideration for the concepts of construction feasibility, maintenance, and management during the design stage, because design and building work are ordered separately. For this reason, design changes and disputes between project participants occur frequently, resulting in not too effective construction management.
In this study, a Partnering Process which helps minimize disputes and promotes continuous work flow throughout the whole project execution stage is developed to successfully conduct public facilities projects applied to construction management.
The major content and results of this study are summarized as follows:
(1) Construction Management, Design-Bid-Build process, and Partnering are reviewed through literature study and research precedent.
(2) Direction for improvement after deducing the implications of the Partnering application to Design-Bid-Build CM projects through an analysis of the Partnering application case at home and abroad.
(3) A Partnering Process connecting all the stages of the Design-Bid-Build CM project based on the findings of the case analysis and questionnaire survey is developed, and the tasks or duties performed in each stage are suggested.
(4) The composition of a Collaboration Committee, the role of participants, and the operational plan for a workshop are presented for the efficient operation of the Partnering Process developed.
(5) The appropriateness of the Partnering Process suggested in this study is verified through face-to-face talk with specialists.
In case the Partnering Process suggested in this study is utilized efficiently, communication between project participants such as project owner, builder, and subcontractor will be more efficient and disputes will be minimized. Furthermore, desirable effects in various aspects such as improvement of construction quality, reduction of cost, and reduction of construction period are expected.
This study is a conceptual one for the enhancement of project efficiency by applying Partnering to all the stages of the Design-Bid-Build process. Thus it can be concluded that further studies on partnering performance analysis, work matrix, and system improvement which were not dealt with sufficiently before are required.
