본 연구의 목적은 도시범죄를 예방하기 위한 의 활용방안을 제시하는 CPTED 것이 주된 목적이다. 이를 위해 도시 범죄와 CPTED 관련 이론을 기반으로 도시범죄 발생요인을 분석하였으며, CPTED의 중요 요소를 도출하는 한편 국내외 사례를 참조하여 세부적인 계획방향을 제시하였다. 아울러 향후 CPTED의 제도화 방안 모색시 필요한 원칙과 세부 정책과제를 제언하였다. 먼저 이론 고찰 부분으로, 범죄학과 관련된 다양한 이론을 고찰하였으며, 이를 통해 도시계획, 환경계획 등의 공간계획 분야도 범죄예방을 위한 다각도의 노력을 경주할 필요가 있음을 확인할 수 있었다. 왜냐하면, 범죄학 관련 이론 중 생활양식-노출 이론과 일상생활이론 등에 따르면, 근본적인 범죄예방을 위해서는 잠재적 피해자를 범죄로부터 보호하는 것이 중요한데, 범죄발생이 도시의 공간적 확신과 밀접한 관련성을 지니고 있음을 감안할 때, 공간계획 차원에서도 범죄예방을 위한 관심과 세부적인 전략을 구출할 필요가 있기 때문이다. 이러한 이론적 토대를 보다 체계적인 학문의 영역으로 확장시켜온 분야가 환경범죄학이며, 환경범죄학의 세부 실행 전략으로 이해할 수 있는 CPTED는 영국, 미국, 일본 등 해외 선진국에서 폭넓게 적용되고 있으며, 실효성도 인정받고 있음을 확인할 수 있었다. 다음으로 서울특별시를 대상으로 도시범죄 발생의 영향요인을 분석하였다. 서울시 31개 경찰서의 관할 구역별로 수집된 총 범죄와 강간을 제외한 5대 범죄의 발생율을 종속변수로, 인구학적, 사회경제적, 도시계획 변인 등의 13개의 변수를 독립변수로 각각 설정하였으며, 2005년을 기준으로 분석하였다. 분석은 전통적인 회귀분석 기법인 OLS와 공간적 종속성과 이질성을 고려할 수 있는 SAR, SEM의 공간계량모형을 동시에 활용하였다. 분석 결과, 공간회귀분석 모형의 유의수준이 OLS보다 높게 나타나, 공간적 관계를 고려하여 변수들의 유의수준을 공간에서 고찰할 수 있는 공간회귀분석모형이 더 적합하다는 것을 모형 간의 비교분석을 통해서 입증하였다. 범죄유형별로 도시범죄 영향요인이 상이하게 나타났으며, 상주인구, 용도혼합도, 공원면적비율이 높을수록 범죄발생 확률이 높은 것으로 분석되었다. 이를 통해 도시지역의 물리적인 특성이 범죄와 밀접한 관련을 가지며 범죄예방에 있어서 , 지역이 가지는 물리적인 특성은 인구학적인 특성이나 사회경제적 특성과 같은 근본적인 지역특성과는 별도로 도시지역의 물리적인 요소로 인하여 범죄발생의 기회가 만들어지고 있다는 것을 확인할 수 있었다. 우리나라에서 CPTED의 활용방안을 제시하기 CPTED 주요 요소간 중요도 분석과 세부적인 계획방향을 제언하였다. 전자는 AHP 분석방법을 활용하여 전문가 설문조사를 수행하였으며, 후자는 관련 문헌자료와 국내외사례 등을 참조하여 CPTED의 분석결과, CPTED 주요 요소간 중요도는 물리적 요소와 사회적 요소가 유사하게 나타났다. CPTED의 계획 요소간 중요도 분석결과, 물리적 계획요소가 76.4%로 나타난 반면, 비물리적 계획요소는 23.6%로 분석되었다. 건축계획 분야가 29.8%로 가장 높게 나타났으며, 도시계획 및 설계 28.8%, 조경계획 16.8% 등의 순으로 뒤를 이었다. The present study aims to suggest ways to utilize CPTED methodologies for preventing urban crimes. In this study, we analyzed urban crime determinants and factors based on crime and CPTED theories. We also suggested planning directions for CPTED accommodation through case studies as well as principles and issues for legalization. We reviewed a variety of precedent studies and found urban planning, environmental planning and spatial planning are in needs of crime prevention efforts. According to crime theories, it is important to protect potential victims from criminals for fundamental crime prevention. And urban crimes highly tend to correspond with spatial expansion of cities. This underlines the necessity of crime preventive efforts in urban planning spaces. CPTED is resulted from those efforts and is widely accommodated and utilized as an effective planning tool in developed economies. Through urban crime determinant analysis using total number of five types of felonies occurred in 2005 in Seoul city as dependent variable and socio-demographic factors, socio-economic factors and urban planning factors as 13 types of independent variables. We used SAR, SEM which are considering spatial correlation and heterogeneity as well, and OLS, a traditional regression model together. According to the results, the level of significance of the spatial econometrics models are higher than that of OLS, which demonstrates that the econometrics models are more appropriate tools than OLS to consider spatial relation of variables. The crime determinants are turned different depending on the type of crime. According to the analysis, the population, land use, land-use mix, portion of park are in proportion with crime occurrence. This analysis demonstrates physical features and conditions of a city has many things to do with crime and thus make contribution to crime occurrence. The present study also analyzed CPTED factors and suggested specific planning directions. We conducted expert interview based on AHP methodology for prioritizing CPTED factors and conducted case studies for developing planning directions. According to factor analysis, physical factors and social factors are turned to be important factors. In terms of frequency, construction planing factors turned to be most typical factors accounting for 76.4%, and followed by urban planning and design(28.8%) and landscape planning(16.8%). Planning and management directions for CPTED are suggested based on case studies. Physical planning is focused on the three principals of CPTED; access control, surveillance, territoriality while non-physical planning is on crime-preventive principles for administrations. We suggested principles(procedural reasonability and democracy, effectiveness of methodologies and scientific management) and policy challenges(legalization of CPTED ordinances and guidelines, designation of authority, CPTED certification and participants of residents) for CPTED legalization. The present study contributes to understanding on CPTED introduction and legalization through comprehensively analyzing ways to introduce CPTED, and suggesting CPTED planning directions as well as legalization methods and challenges. The relative importance of CPTED factors are expected to be utilized as standards for CPTED introduction. CPTED guidelines and suggestions for legalization are expected to offer basis for CPTED planning and regulation. The present study also has limitations. The data used for analyses were not structured in time series and not categorized by all types of crimes, which disallow diverse spatial analyses. Case studies were not conducted as in-depth study due to the absence of data, which leads to limitations of interpretation of CPTED planning directions that this study suggested.
