And based upon empirical data, the paper seeks to analyzed the extent to which variables that represent the features relating to population, society and space influence crime occurrence in urban areas. And then, the author offered policy implications for reducing the crime rate and preventing crimes referring to the result of the study. In the analysis of current status, the statistical data published by the Supreme Prosecutors Office and the Korean National Police Agency were recategorized into distinct areas groups nationwide, so that the overall trend and present situation of crime were derived. According to the analysis, the crime rate nationwide has been growing year by year in recent ten years, and criminal-law crime in particular was found to increase around two times. And in terms of crime occurrence rate according to regions, the fact was found that Seoul and Gyeonggi areas accounted for approximately 43.2 percent of overall crime rate in Korea, and there has been a steady increase of crime rate especially in Gyeonggi province. In order to conduct an empirical analysis, the unique data was constructed by integrating the statistics during the period between 2005 to 2007 for which the samples include eighty four cities nationwide with metropolitan city, local city, administrative city of Jeju Special Self-Governing Province. Based on the data, the author conducted a panel analysis, which is an integrated approach to time-series cross-section data. In the study, total frequency of crime and type of crime (violent crime, theft, violence) variables were used, one at a time, as dependent variables in the model, and population density, elderly population ratio or dependency ratio, ratio of foreign residents to total population, migration rate, police power, property tax, urban park, parking garage, morality and discipline enforced shop and school land site were employed as independent variables. According to the result, such population-related features as population density, elderly population ratio or dependency ratio and ratio of foreign residents to total population influenced the increase of crime rate while the variable of police power among the social features appeared to have no statistical significance. Among the variables relating to spatial features, morality and discipline enforced shop had an effect on the increase of crime rate, and the expansion of school land sites was found to contribute to reducing the crime rate. The policy implications derived from the empirical analysis are summarized as follows. First, it is an urgent national agenda that requires government actions in reducing and preventing the crimes committed by elderly people as well as solving the problems of such crimes committed by elderly people, which are dramatically increasing in recent years. It is needed to proactively adopt and implement the Crime Prevention Through Environmental Design(CPTED) especially in new town regions including capital area. Third, the improvement of patrol system is in demand in order to enhance the crime response capability. Fourth, the expansion of the organizations in charge of investigation on criminal offenses by foreigners and the strengthening of relevant professional skills are necessary. Fifth, it is to be reconsidered in overall to the plan of reducing the school land sites in development regions.
