Since industrialization, the competition between nations has keened. Recently this trend has extended to cities. There have been festivals in every city and marketing by various products to symbolize the city. The main purpose of city marketing is to attract foreign investment such as tourists, enterprises, schools and institutions by the distinction of the city. Ultimately, a virtuous circle to improve ‘quality of life’ of residents is led by the investment from outside. Currently the most noticeable method among city marketing approaches is ‘landmark’. A landmark is distinguished from others. Cultural arts landmark leads people by the distinction of contents and appearance. For example, there are the Guggenheim Museum in Bilbao, the Opera House in Sydney and the Museum of Art Leeum in Seoul. A Skyscraper is landmark as its scale such as the Empire State Building in New York and the 63 Building in Seoul. Recently buildings combined skyscrapers and cultural arts have been appeared such as the Roppongihills in Tokyo. It functions as stronger landmark through the advantages of established cultural arts landmark and skyscrapers. In 2015, more than five skyscrapers will be built newly in Seoul and metropolitan area. It is suggested in this study to distinction and development strategy through the ‘cultural arts’ like above examples for skyscrapers built in the Republic of Korea in the future. As a case study, it is examined to the cultural strategy of the 63 Building which is representative skyscrapers in South Korea. The 63 Building was opened in 1985 with the sightseeing contents such as offices, various banquet halls, observatory, aquarium, and IMAX cinema. As time passed, sightseeing contents lost their competitive power so remodeling for cultural arts was carried out to overcome such situation. ‘A wax museum’ was on the third basement and IMAX cinema changed to the complex space which is available for performance. In addition, aquarium has distinguished from other aquariums by various events and shows as well as biology exhibits. ‘Skyart’, the highest museum in South Korea, was built in the observatory. Such changes of the 63 building have arrested media’s attention and visitors have increased. Of course there are limitations. Above all, cultural arts functioned as means only for ‘profit’ in the perspective of companies. It concentrates on only short-term performance so that brand management through the value of cultural arts would be difficult. Cultural arts will have eventually value through the investment of its inner value with long-term perspective as shown in the examples of Roppongihills, Seoul Square and Ole Square. It is because customers cannot have long-term royalty by single short events. Total 13 kinds of strategies are suggested by grafting 5 models of cultural city theory, experience type, story type, regenerative type, creative type and network type as a long-term development strategy to overcome such limitations. 5 kinds of development strategies of skyscrapers are drawn from it.
