소방검사업무 현실화 방안에 관한 연구 김 오 동신대학교 대학원 소방학과 (지도교수 : 백은선) (국문초록) 현대사회의 건축물은 대형화, 고층화, 지하심층화 등 다양해지고 인구증가와 사회생활이 복잡해짐에 따라 화재발생률은 증가하는 추세에 있으며, 그 규모 또한 대형화되고 있다. 이러한 배경에서 사회적 불안 요인을 제거하기 위한 화재예방대책으로써 소방검사를 개선하여 국민의 생명·신체 및 재산을 보호함으로써 공공의 안녕질서 유지와 복리증진을 목적으로 한다. 소방대상물의 수(數) 및 규모는 매년 증가 추세에 있으나 그에 반해 소방공무원의 열악한 근무환경과 인력부족은 개선되지 않고 있다. 또한 소방공무원은 현장활동 업무 외에 여러 행정적 업무를 함께 수행하고 있는 데, 소방검사도 그 중 일부로써 소방검사의 전문성을 결여시키는 원인이다. 이러한 문제점을 해결하기 위해 소방검사의 개선방안 3가지를 합리적으로 제시하였다. 1. 각 부서에 전담소방검사반 조직, 소방학교 등 각급기관에서 전문기술 및 지식을 습득토록 하여 소방검사요원의 전문성 제고. 2. 소방공무원은 소방․방화시설 위주의 검사만을 실시하고 건축․전기․가스시설은 합동검사반을 편성․운영하여 해당 분야의 검사자가 시정보완조치로 책임한계 구분. 3. 소방시설 관리업체가 실시하는 자체점검대상을 확대 적용하여 자체점검 비용의 현실화 및 자체점검 전문기술 확보로 신뢰성 제고. 그러므로 유관기관 합동검사를 활성화하여 검사 책임의 한계를 분명히 하고, 또한 자체점검대상을 확대 적용하여 소방시설 관리업체의 점검비용 현실화 및 기술력 향상 등 을 도모하여 일정부분 전문소방검사 인력 부족에 따른 공백 해소로 국민의 생명과 재산 보호에 크게 기여 할 수 있을 것으로 기대된다.

In addition, the population has continued to grow and social life has increasingly become complex. As a result, fires take place in a higher frequency and larger size. This study thus set out to improve fire safety inspection as a fire prevention measure to eliminate the factors of social anxiety, contribute to the protection of people's lives, bodies, and properties, and help to maintain the public well-being and order and increase welfare. The targets of fire fighting have annually increased in number and size, whereas the poor working environment and lack of manpower have not been solve for fire fighters. Fire fighters carry out a wide range of administrative affairs in addition to the field work, and fire safety inspection is one of them. That is why the professionalism associated with fire safety inspection is dropping. In an attempt to help to solve those problems, the study proposed three rational improvement measures for fire safety inspection: 1. The agents of fire safety inspection should increase their professionalism, for which each department should form a team of fire safety inspection and give it a chance to obtain expertise and knowledge at a fire academy and other organizations. 2. The boundaries among the different responsibilities should be set clear with the corrective and supplementary measures by inspectors from each field; the fire fighters should inspect only the fire fighting and prevention facilities, and the joint inspection team should be formed and operated to cover the building, electricity, and gas facilities. 3. The list of self-inspection at the management companies of fire fighting facilities should be expanded to make the self-inspection costs realistic, secure self-inspection expertise, and thus increase reliability. The lack of manpower for professional fire safety inspection can be resolve in part by setting clear boundaries of inspection responsibilities through the activation of joint inspection among the concerned agencies and making the inspection costs at the management companies of fire fighting facilities realistic and increasing technological capacity through the extended application of the list of self-inspection. Those improvements can make a huge contribution to the protection of people's lives and properties.
