Going through the industrial age in 1960 to the informatization & globalization age in 1990s, both the central government, and capital-led industrial polices have become less effective. Beginning in(or since) Kim Dae Jung's regime, various strategies for balanced regional development have been implemented with different names. Especially, policies promoting regional industries have been settling down as a core of those strategies. However, those policies have been assessed based on achievement of each company, not on objectives of policy for promoting regional industries although huge amount of public fund has been invested to promote regional industries, A few studies have been conducted to figure out factors determining corporate performance. However, there has been no systemic research about the impact of government technology assistance policies on corporate performance. Thus it is valuable to explore how government technology assistance policies affect corporate performance systematically. First, Existing studies on performance assessments of government assistances have been implemented only in the fields of technology so far. Particularly, the performance assessments have dealt with technology development assistances that affect technological performances in corporations, and investment on R&D etc. This study explores technological development assistance, technological innovation achievement and management achievement systematically. Second, most of the previous studies considered technological development networks with outside organizations such as universities, public and private research institutes, and corporations, as a dependent variable in the viewpoints of innovation systems. But this study considers technological development networks as explanatory variables that catalyze corporation achievement and analyze the impact of technological development assistance on corporation achievement. Based on previous studies, both an existence of technology assistance and the amount of technology development assistance fund are used as main independent variables for the study. Moreover, factors that effect corporate performances like a numbers of researchers, a number of technology development networks, relationship with conglomerates and so on, are set as control variables. this study examines how these main explanatory and control variables influence technology innovation and corporation performance. First, for technology innovation performance, the technology development fund is insignificant statistically in most of technology innovation performance indicators like practical new ideas, designs, and inputs of self-technology development, etc except for patent in general. This results imply corporations that are funded mostly focused on both technology developments and acquisitions of patent in alliance with universities. Second, for corporate management performances, there are positive relationships between technology development fund, and corporate gross products, a numbers of incumbents, and total labor expenses respectively. However, these corporate management performances could be understood as results of a first-hand effect that is occurred with technology innovation performances as the previous studies found. Furthermore, there are very significant relationships between corporate management performances, and both numbers of researchers and the number of public research institutes as a network factor. Based on the results, therefore, following suggestions can be presented regarding the technology development assistance policies. First, technology development assistance plan should be divided by a stage of technology and the assistance plan should be differentiated to meet with necessity of a stage of technology. Corporate innovation performances, which are supported by the technology development assistance can be mainly drawn from universities and the corporate management performance are drawn from the public research institutes. Hence, it is necessary to devide a technology phase that are object of technology development into both an original technology and a product development technology. In case of the original technology, for the first step, universities should play a leading role as technology development networks. In case of the product development technology, for the next step, public research institutes play a leading role. In addition, there should be modification on the assistance systems to allow the product development technology assistance only for an corporation which already had developed original technology. Second, corporations should secure a fundamental research development background (numbers of researchers) for the qualification of technology development assistance in order to maximize effects of the policy because the number of researchers in a corporation have a close relationship with corporate management performances. Corporations can not enhance their management performance without the capacity connecting the valuable technology to the final outcome. Therefore, it is important to hold a certain threshold for the qualification of the technology development. Third, it is necessary to mend systems, which can supplement both the corporate management performance and technology innovation performance each other. Even if the technology development assistance fund does not have significant effects on the technology innovation performance, it has significant impacts on the corporate management performances. This result indicates the necessities for complementing management systems in the process of 'technology development-reinforcement of the self technology capability-enhancement of the corporate management performance'. To accomplish facts that are mentioned above, it is important to expand process management elements of the general technology development assistance plan such as, reinforcement of corporate education on each industrial technology road-mapand an expansion of technology development consulting human resource support systems etc.
