서울 1960~70년대 도시계획에서「잠실지구종합개발기본계획」의 의미
1974년, 서울시는 토지구획정리사업을 시행하기 전에 마스터플랜 성격의 「잠실지구종합개발기본계획」(이하, 종합계획)을 수립하였다. 물리적 환경 조성에 있어서 토지구획정리사업의 한계에도 불구하고 사업 후의 개발 모습까지 입체적으로 구상하였는데 10만명 이상을 수용하는 도시규모에서 도시설계적 차원의 도시계획을 종합적으로 다룬 것은 이 계획이 처음이었다.

서울 1960~70년대 도시계획에서「잠실지구종합개발기본계획」의 의미
1974년, 서울시는 토지구획정리사업을 시행하기 전에 마스터플랜 성격의 「잠실지구종합개발기본계획」(이하, 종합계획)을 수립하였다. 물리적 환경 조성에 있어서 토지구획정리사업의 한계에도 불구하고 사업 후의 개발 모습까지 입체적으로 구상하였는데 10만명 이상을 수용하는 도시규모에서 도시설계적 차원의 도시계획을 종합적으로 다룬 것은 이 계획이 처음이었다.
본 연구의 목적은 잠실지구 종합계획을 해방 후 근대화 과정에서 일어난 중요한 도시계획의 하나로 보고 계획을 수립한 배경, 계획이 물리적 환경에 가져온 결과, 그리고 도시계획에 가져온 의미, 후에 미친 영향에 대해 탐구하여 당면했던 도시문제를 어떻게 풀어나가고 도시계획에 의해 물리적 환경을 어떻게 만들어갔는지 실증적으로 분석, 1960~70년대 도시계획의 질적 발전을 알아보는 것이다. 1960~70년대에 주목하는 이유는 경제성장으로 인한 급속한 도시화로 물리적 환경이 많은 변화를 겪게 되면서 도시를 인식하는 태도와 방법에 큰 변동이 일어난 시기이기 때문이다. 또한, 해방 이후, 우리가 스스로 도시문제를 인식․접근하면서 1962년 도시계획법 제정을 시작으로 현재 도시계획 및 도시설계의 근간을 만들어가는 시기였다.
연구의 내용은 크게 두가지 방향으로 진행되었다.
첫째, 1960~70년대 서울의 도시문제와 과제에 대응하는 도시계획적 시도를 알아보는 것이다. 도시문제를 인식하는 태도와 방법이 달라지면서 서울의 물리적 환경을 실질적으로 어떻게 만들어갔는지 알아보고 잠실지구 종합계획 수립의 필요성이 제기되는 과정을 살펴보았다.
둘째, 서울의 주요 도시개발계획 사례를 선정하여 계획적 측면에서 잠실지구 종합계획과 비교를 통해 계획 내용의 질적 발전이 이루어졌는지 도시계획적 의미를 도출하는 것이다. 물리적 환경의 계획 방식이 단순히 택지공급 중심의 평면적인 계획에서 종합적․입체적인 계획으로 바뀌는 과정을 실증적으로 분석하였으며 주요 사례로는 역촌지구 토지구획정리사업(67), 동부이촌동 공유수면매립사업(68), 영동2지구 토지구획정리사업(71), 여의도종합개발계획(71)을 선정하였다.
1960~70년대 서울 도시문제 인식 및 도시계획 대응 과정을 분석한 결과, 잠실지구 종합계획을 수립하게 된 시대적 배경은 다음과 같다.
1970년대 들어 세계적으로 환경에 대한 관심이 증대되었고 국내에서는 조경을 도시계획에 적용하기 시작하면서 시가지의 양적인 확장보다는 주거환경의 질에 대한 관심으로 발전하였다. 이러한 분위기 속에서 시민들도 경제성장에 의해 생활수준이 점차 향상되면서 주거환경의 질 향상을 위한 계획의 필요성을 느끼기 시작한 한편, 1960년대 학술적 기반을 바탕으로 1970년대에는 정식으로 교육받은 도시계획 전문가가 직접 도시계획에 참여하여 도시설계 논리 및 기법을 실제로 적용, 발전시키는 시기였다. 더욱이, 제6회 아시아경기대회(68년 개최권 반납)로 인해 국가적으로 그 전과는 다른 이상적인 현대도시를 만들어 국제적으로 국가의 위상을 향상시키려는 사회적 분위기가 형성되었다. 이러한 상황 속에서 물리적 환경의 질을 향상시키는데 있어서 토지구획정리사업 방식의 한계를 인식하였고 그 대안으로 잠실지구에서는 질 높은 도시환경 조성을 목표로 종합계획을 수립한 후, 이에 따라 사업을 시행하게 된 것이었다.
위의 결과를 바탕으로 잠실지구 계획과 주요 도시개발계획 사례의 계획 내용을 비교․분석한 결과, 1960~70년대 서울 도시계획에서 잠실지구 종합계획이 갖는 도시계획적 의미는 크게 6가지로 도출되었다.
1) 잠실지구는 도시계획 차원에서 질 높은 도시환경의 조성을 목표로 종합계획을 먼저 수립하고 토지구획정리사업은 이를 실현하기 위한 사업수단으로 적용하였다. 도로 개설 및 대지 조성 등의 토목 위주 사업에 의존한 도시조성의 흐름을 계획 중심의 도시조성으로 전환하는 중요한 사례로 이후, 도시계획 발전의 중요한 이정표가 되었다. 종합계획 이후, 영동아파트지구종합개발계획(76), 가락지구개발기본계획(81), 개포지구도시개발기본계획(81) 등의 계획 행위가 일어났기 때문이다. 토지구획정리사업은 환지로 인한 계획의 제약이 많았기 때문에 1980년대는 토지매수에 의한 택지개발사업이 시가지 개발의 주요 수단이 되나 이 과정 속에서 잠실지구의 종합계획 수립은 하나의 계기적 성격을 지닌다.
2) 잠실지구는 토지이용계획을 수립하여 고밀도․중밀도․저밀도 주거용지, 중심업무지구, 호수공원, 종합운동장, 강변녹지 등으로 토지이용을 구분하고 이에 따른 물리적 환경을 형성하도록 하였다. 이러한 자유로운 토지이용 배분은 공유수면매립에 의해 형성된 대규모 택지를 집단체비지로 확보하고 비(飛)환지를 적용했기에 가능했지만 결과적으로 토지를 효율적으로 이용하고 충분한 공공용지를 확보하는 등 토지구획정리사업이 갖는 한계를 극복할 수 있었다. 도시계획 과정에서 토지이용계획의 중요성을 고려해볼 때, 토지이용계획이 없는 채 용도지역에 의해 토지이용을 관리하는 당시의 상황 속에서 잠실지구는 토지이용계획을 바탕으로 물리적 환경을 형성하고 용도지역을 지정하면서 계획적인 토지이용의 관리가 가능하였다.
3) 잠실지구는 집단체비지를 적용하여 고․중밀도 주거용지에는 주공아파트 단지 건설에 의해 대규모 단지형 공동주거지를 형성하였고 중심업무지구에는 계획에서 정하는 바에 따라 통합 계획 및 개발에 의해 면형 중심지를 형성하도록 유도하였다. 즉, 수퍼블록형 개발이 집단체비지에 의해 가능했던 것이다. 집단체비지는 자유로운 토지배분 및 토지의 고도이용이 불가능한 구획정리사업의 한계를 극복하고 계획의 유연성을 확보하기 위한 수단으로 잠실지구는 집단체비지 개념이 보편화되기 전, 실제적으로 적용되어 개발이 일어났다. 이를 계기로 집단체비지 제도화, 아파트지구 도입에 영향을 주었으며 기존에 시도되지 않았던 면적인 중심상업지 개념이 들어오는데 영향을 미쳤다.
4) 잠실지구 계획에서는 부도심 조성을 목표로 중심업무지구 계획을 중요하게 생각하였고 이를 향한 방사상과 환상으로 도로를 배치하여 중심성을 확보하였다. 도시형태를 통해 도시기능을 강화하려는 의도였다. 중심업무지구에 대규모 업무기능을 중점적으로 확보하고 주변 세력권을 포함한 직주근접을 실현하여 일종의 자족기능을 갖는 신시가지를 형성하고자 하였다. 격자형 도로망 형성과 주거지 중심의 시가지 확장에만 치우친 기존 토지구획정리사업에서는 고려하지 않았던 도시기능 및 형태적 측면의 새로운 계획적 시도였다. 잠실지구는 결국, 1978년에 부도심으로 선정되었고 1990년 도시기본계획까지 이어졌으며 도시계획을 통해 부도심 조성을 실현했다는 점에서 종합계획 자체의 의의를 찾을 수 있다.
5) 잠실지구는 토지이용계획 단계에서 인구밀도를 기준으로 공공시설의 면적을 산정하였으며 그 결과, 공공용지는 전체 면적의 41%로 대부분 20~30%대를 유지하던 이전 사업지구보다 높은 비율을 차지하였다. 종전, 빨리 사업을 추진하기 위해서 인구밀도를 고려하지 않고 확보하기 쉬운 위치에 공공용지를 배분하고 학교, 공원, 시장에 국한하여 최소한의 공공시설을 배치하는 방식과는 확연한 차이가 있었다. 1960년대에 비해 1970년대 사업지구의 공공용지 비율이 높게 나타나고 있는 바, 이는 도시화에 따른 주택지 수급을 위해 양적인 개발에 치우쳐 있는 1960년대 도시개발의 흐름과 비교할 때, 주거환경의 수준 향상을 도모하는 질적인 개발로 전환하는 시기였다. 이러한 것이 잘 드러난 선도적 사례가 잠실지구이기에 그 계획적 의미는 더 크다.
6) 잠실지구는 도시계획 단계에서부터 주거용지, 상업용지, 공원녹지용지로 토지이용을 구분하고 건물의 배치, 형태, 규모 등에 대한 설계 개념을 제시하여 개발 후의 모습까지 미리 구상하는 입체적인 계획이 이루어졌다. 종전, 기반시설 계획과 대지 조성 중심의 평면적인 계획에서 물리적 환경의 질을 향상시키기 위한 입체적 공간 질서를 찾아가는 행위였다. 잠실지구 종합계획은 그전까지 도시설계 차원에서 종합적으로 접근하는 사례가 없었다는 점, 설계 수준 및 내용이 현재와 같은 발전적인 모습을 보인다는 점, 1970년대 물리적 환경의 질에 대한 사회적 관심이 도시계획으로 구현되었다는 점, 1980년 도시설계가 제도화되기 전에 도시설계적 접근이 이미 시도되었다는 점에서 도시계획적 의미가 있다.

The Seoul Metropolitan Government established Jamsil Comprehensive Master Plan in 1974 and it was planned prior to land readjustment project. It was the first time that the image of the city designed multi-dimensionally after the development despite the limitations of land readjustment project. It dealt with urban planning comprehensively in terms of urban design in the scale over 100,000 people.
The purpose of this thesis is to identify the qualitative improvement of urban planning in the 1960~70s regarding Jamsil plan as a significant urban planning since liberation(1945) focusing on how they dealt with urban problems and made built-environment based on urban planning.
The reason why I focus on the 1960s~70s urban planning is that there were big changes in the manner cognizing the city and there was rapid urbanization by economic growth. Furthermore, it was the time to make the basis of urban planning and urban design through approaching the urban problems by ourselves beginning with legislating Urban Planning Law in 1962 since liberation(1945).
The research methods are divided into two ways.
Firstly, I analyze attempts of urban planning responding urban problems in the 1960~70s. I look into how they make built-environment of Seoul with changing the way cognizing urban problems and find out the process rising the necessity of planning in Jamsil district.
Secondly, I figure out the meaning of urban planning whether there were qualitative developments of Jamsil plan through comparing it with other plans. I selected Yeokchon land readjustment project(67), Dongbuichon-dong tidal reclamation project(68), Yeong-dong2 land readjustment project(71) and Yeouido masterplan(71) as major cases. I analyze the process empirically transforming the two-dimensional planning into the multi-dimensional planning.
As the result of analyzing the cognition of urban problems and response of urban planning in the 1960~70s, the background of Jamsil plan is as follows.
The quantitative expansion of city has been changed into the qualitative improvement of built-environment as the concept of landscape was applied to urban planning and environmental concerns grew worldwide. People started feeling the necessity of planning for improving quality of life as the standards of living became better by economic growth.
Meanwhile, it was the time that educated professionals were involved in urban planning directly and they applied and developed the planning methods in the 1970s based on an academical foundation in the 1960s. Due to the 6th Asian games, social atmosphere for enhancing the nation’s position was created and the government wanted to make the modernized city. The planners realized the limitations of land readjustment project in making built-environment. Therefore, master plan for Jamsil district was planned for constructing a qualitative environment prior to land readjustment project.
As the result of comparing Jam-sil plan with other major plans, implications of Jamsil plan in the 1960~70s are as follows.
1) Jamsil plan was devised in advance for making high-quality built-environment in terms of urban planning and land readjustment project was applied as the means of realizing the plan. It was the turning point that the flow of urban planning depending on civil engineering has been changed into the urban planning focusing on plans. It became an important milestone in the development of urban planning since then, because a lot of plans were devised in other district. Land readjustment project by replotting had a lot of limitations in planning. So, it changed into land development project by land purchase in the 1980s. In this process of change, Jamsil plan had the transitional characteristics.
2) Through land use planning, Jamsil district was devided into the high density․medium density․low density residential area, central business area, lake, sports complex, openspace along the river and was tried to construct built-environment according to land use. It was possible to overcome limitations in planning by applying collective land parcel and replotting moved to other place, so that it could use land effectively and secure enough public spaces. Considering the importance of land use planning in the process of urban planning, it was possible to manage land use intentionally applying zoning system after forming physical environment according to land use planning.
3) The concept of collective land parcel was applied to Jamsil plan, which enabled to create a large-scale apartment in the high-density residential area and an areal center by an integrative plan in the central business area. That was the super-block development. The collective land parcel was the means for overcoming limitations of land readjustment project and gaining flexibility of planning because it was impossible to distribute land use freely and efficiently. It affected the institutionalization of the collective land parcel, enforcement of apartment district and the introduction of an areal center concept.
4) There are new attempts in order to make Jamsil as a sub-center by planning a large business district with the street pattern of radial-concentricity. That intended to reinforce functions through a street pattern. It was different from existing schemes concentrating on planning the grid street pattern and residential area. It especially placed emphasis on securing a large business function in central business area constructing a self-sufficient new town based on approaching jobs-to-work. Secondly, I figure out the meaning of urban planning whether there were qualitative developments of Jamsil plan through comparing it with other plans. I selected Yeokchon land readjustment project(67), Dongbuichon-dong tidal reclamation project(68), Yeong-dong2 land readjustment project(71) and Yeouido masterplan(71) as major cases. I analyze the process empirically transforming the two-dimensional planning into the multi-dimensional planning.
As the result of analyzing the cognition of urban problems and response of urban planning in the 1960~70s, the background of Jamsil plan is as follows.
