This paper focuses why the proliferation results of the various states are different and which factors are effective to state's choice to forswear nuclear weapons. Existing conceptual approaches based on the classical and neo-realism, neo-liberal institutionalism and organizational theory are reviewed to understand the proliferation phenomenon. Promoting and forgoing factors are selected and drew from this existing proliferation theory or model. It is regarded that nuclear weapons policy of a state is strongly dependent on these factors. Developing nuclear weapons states can be grouped into 'security type', 'domestic politics type' and 'mixed type' based on the combination of these factors together with the development results; these 3 kinds of types are helpful to investigate the characteristics of the acquiring states.
The major nuclear promoting factors of North Korea are considered as relationship weakening with allied states, security threat and enduring rivalry with South Korea. On the other hand, peace regime, widespread economic sanctions and Cooperative Threat Reduction(CTR) programs based on economic rewards are regarded as a main forgoing factors for North Korea. When the agreed framework between U.S.A. and North Korea was operated well, at that time, North Korea can be sorted into 'mixed type' of states like South Africa and Ukraine which have realism-based promoting and forgoing factors together with neo-liberal institutionalism and organizational theory-based things. After the agreed framework was broken, North Korea is reclassified from 'mixed type' to 'security type' state which has only severe realism-based factors. In case of North Korea, peace regime is the most preferential forgoing factor to give up the nuclear weapons.
