Despite the fact that elderly welfare for elderly human rights are increasingly important, there are no empirical research about the consciousness of elder's human rights. In terms of this, social workers should be the main subject for elderly human rights, especially socially disadvantaged. For this purpose, this study was examined in order to investigate the relationship with human rights sensibility and the level of consciousness about the elderly human rights, including what differences between each factors by characteristics.
The participants in this study were one-hundred and six social workers from seventeen senior welfare centers located in Seoul and Gyeonggi area. Data was analyzed by frequency analysis, descriptive statistics and ANOVA using SPSS 12.0 for window.
The major findings and implications are as follow. First, human rights sensibility was low(M=2.45, SD=1.81), but responsibility perception(M=2.52), which is subcategory of human rights sensibility, was higher than result perception(M=2.46) and situational perception(M=2.35). This result means that social workers are more sensitive to responsibility perception which is closely related to human rights behaviors. Next, they were seriously concerned about violation of elderly human rights and human right situation both inside and outside of senior welfare center. The acceptance of elderly human right(M=4.36, SD=0.486) and the level of involvement in elderly human rights(M=4.36, SD=0.486) were high. Second, there were differences about human rights sensibility and the level of consciousness about elderly human rights by each characteristics. Specifically, depending on the position at workplace showed significantly different in human rights sensibility(F=3.985, p<0.01), and experienced more education about elderly human rights showed higher human rights sensibility but it was not significantly different. Depending on the working conditions of social workers, identity of work performance(F=2.917, p<0.05), violation human rights from subjects(F=4.043, p<0.01), and employees community configuration(F=3.630, p<0.01) showed significant differences in human rights sensibility. Next, it verified the difference about demographic characteristic, experience of elderly human rights education, and working condition of social workers in perception of elderly human rights. As a result of that, social workers who have seven to nine total working experience(F=2.554, p<0.05) and/or working experience in senior welfare center (F=2.560, p<0.05) were more seriously conscious about human rights situation both inside and outside of senior welfare center. Also, they had more higher sens of violation of elderly human rights when they are women and get a higher salary. In addition to this, the experience of elderly human rights education was affected to violation and acceptance of elderly human rights, and the level of consciousness about elderly human rights showed significantly difference by working condition of social workers. Third, when the human rights sensibility was higher, the level of consciousness about elderly human rights high, and when violation of elderly human rights was higher, the social workers were more seriously conscious about human rights inside and outside of senior welfare center. It also revealed that social workers were considered about acceptance of elderly human rights when they were planning a service and support, this results were reflected by the importance of elderly welfare practice.
This study suggests fundamental data about elderly human rights in absence of previous study about human rights sensibility and the perception of elderly human rights. In particular, this study showed practical implications in terms of human rights practice as protect and promote elderly human rights based on elderly welfare practice in senior welfare centers.
