This thesis aims at offering an in-depth study of the current conditions, characteristics, and principles of the division of administrative affairs by showing how such division is done in elementary schools in Korea, using the division of administrative affairs in Seongni Elementary School as a case study. This thesis seeks to answer the following questions: first, what is the current condition of administrative affairs in elementary schools; second, what are the characteristics and signification of the division of administrative affairs; and third, how do teachers cope with the division of administrative affairs and what are their suggestions for improvement. Toward this end, the study conducted a literature review and a case study, which included a survey on the task division chart of administrative affairs, participatory observation and in-depth interviews. For the first objective of the thesis, the study collected and analyzed the division chart of administrative affairs through the SSEM website and school curriculum planning division in 63 elementary schools of one district office of education. The result showed that while all schools have a system for similar tasks, there were considerable differences in the departments undertaking these tasks based on the size of the school. The average number of tasks by a teacher was 1.3, and that by a school was 48.8. Besides the basic task allotment, about 70% of the schools, or 44 schools, were conducting research, which meant additional tasks to teachers. Therefore, it showed that teachers were generally allotted many tasks. To answer the second objective of the thesis, the study conducted a survey among teachers at Seungni Elementary School and a semi-systematized interview with 15 of them. First, the study examined the characteristics of the division of administrative affairs recognized by the teachers. The tasks that they considered most burdensome were the planning and overseeing of tasks by each department, conducting English classes, monitoring after-school education, coordinating with youth organizations, preparing information equipment, finding resource schools (managed by research schools), preparing the broadcasting room, accomplishing the Seungni Communication, and the tasks allotted to the head teachers of Grade 1 and Grade 6 students. The tasks most favored by the teachers were assessment, coordinating with youth organizations, and preparing learning materials, while those most avoided by the teachers were the planning and overseeing of tasks by each department (tasks allotted to the head teacher), accomplishing the Seungni Communication, assessment, coordinating with youth organizations, conducting English classes, preparing the broadcasting room, and being the head teacher of Grade 6 students. Particularly, they clearly favored and avoided the tasks involving youth organizations and statistical tasks. It is believed that this is because these tasks are strongly related to the teachers’ individual characteristics (aptitude, interest, hope, capacity, etc.). Among the reasons for avoiding or preferring certain tasks, there was significant difference in the area of experience. Second, the system of allotting administrative affairs in Seungni Elementary School were characterized as “vague division of administrative affairs” and “loose school-year system.” Third, the division of tasks was described as “multiple division of tasks without hierarchy – ill-defined division of administrative affairs”. A teacher is allotted multiple tasks that are barely related to each other.
