The Korean government is trying to change many things to go with the global trend of education. The goal of education is not the delivery of simple knowledge, but it is the change for the preparation that an individual can live happily with others for the future. In this situation, the needs have been emerged to rethink about the contents and process of teaching and learning in schools. At the same time, teachers' rolls and professionalism of teaching have been continuously discussed. However, it is hard for Korean teachers to focus on teaching and guiding students because of various administrative work and other miscellaneous things. One of the worst things is they are always stressed to make a balance in this situation. This study aims to help increase the effectiveness of school management and find the authentic meaning of education by investigating the practical situations and problems of administrative work based on elementary school teachers' perceptions. For this survey study, the research analyzed 322 teachers' questionnaires from 20 small rural schools (Yeoncheon, Pocheon, and Yangpyeong) and 6 big urban schools (Goyang, Paju, and Uijeongbu) in northern Gyeonggi area. To analyze the results, this study conducted t-tests, variability and corelation of coefficient by using SPSS 18.0. The results of this thesis were as follows. First, in the perceptions on the division of work and the composition of committees, male teachers had higher points than female teachers, master teachers had the highest points compared to regular teachers, and the teachers from the big schools had higher points than those of small schools. Second, male teachers, master teachers and the teachers from small schools (less than 10 class schools) answered that they had a lot of administrative work. Therefore they did not have enough time to teach and guide students. Third, the result of this study showed teachers really needed an administrative staff's strong practical assistant. However, they were doing normal paper work, like making and sending simple official documents in the actual situation. Fourth, to reduce administrative work, teachers responded strongly that the government needs to reduce the requests on 'simple official document and statistically managed resources', and 'resources for congress and the evaluation resources for the local educational offices'. Last, in general the answers for the better division of work in administrative work, 'administration task force oriented system' was the highest. The teachers from the smaller school system preferred a 'curriculum oriented system', but the teachers from the urban area preferred an 'administrative work oriented system'. In conclusion, the perceptions and systems of the division of the work in schools needs to be changed. The content of educational reform has been announced and many schools still have a division of work system from the 1980-90s'. These are not working in the current educational systems. Regardless of the size of school, the same systems have been used, so the small schools have so too work compared to the larger schools. Before doing the division of work, the authority should have a wide open discussion so that everyone gets an equal amount of work.
