각국의 급속한 경제 성장을 위한 산업화 추구는 화학물질로 인한 오염을 일으켜 심각한 환경문제로 대두되고 있다. 경제발전과 성장에 의해 발생하는 유해 폐기물들의 제어 및 관리 시스템의 부재로 적정하게 처리되고 있지 않다. 특히, 도금공장, 피혁공장 및 크롬화합물 생산 공장 등에서 활용되고 있는 크롬이 산업단지 및 주변 토양오염의 근원으로 알려져 있다. 이와 같이 발생된 크롬의 오염은 토양 내에서 6가 크롬으로 용출되어 주변 생태계에 독성을 나타내는 것으로 알려져 있다. 심각한 피해가 예상되는 6가 크롬으로 오염된 토양을 대상으로 하여 오염토양 정화공법을 실험실 규모의 실험과 실증연구를 통하여 최적공법을 도출하였다. 먼저, 인위 오염토양을 사용하여 토양세척, 화학적 환원, 고정화 공법으로 실험실 규모의 적용성 시험을 실시하였다. 토양세척 공법은 토양세척제로 HCl, EDTA, 증류수, Citric acid를 적용하였고, 그 중 HCl이 98.8 %로 가장 높은 정화효율을 나타냄을 확인하였다. 화학적 환원 공법은 환원제인 FeSO4를 이용하여 6가 크롬의 형태를 3가 크롬으로 환원하여 제거하였을 때 96.8 %의 제거효율을 확인할 수 있었다. 또한, 화학적 환원을 통해 3가 크롬으로 환원되어져 있는 상태의 토양에 총 크롬의 저감과 2차 환경오염 유발을 억제하기 위해 고정화 공법을 적용하였을 때 CMT(Trimercapo-s-Triazine)를 사용하여 96.8 %의 제거효율을 확인하였다. 고정화 공법 적용 후 자연용출을 확인하기 위해 TCLP법을 이용한 확인 실험을 실시하여, 자연용출의 가능성이 없음을 확인하였다. 실험실 규모의 실험을 통해 확인된 결과를 비교·분석하기 위해 국내 6가 크롬 오염 현장의 접근이 용의하지 않아 중국 산업단지 내 6가 크롬으로 오염된 토양으로 판명되는 현장에서 국내 실험 결과를 적용하여 비교하였다. 그 결과 국내토양과 물리, 화학적 특성이 다르게 확인되었으며, 가장 큰 차이는 강알칼리성 토양이라는 것을 확인하였다. 강알칼리성 pH의 영향으로 환원공법과 고정화 공법에서 국내보다 낮은 제거효율을 나타내었으나 복합공법을 활용 시 97.6 %까지 제거되어 현장 적용에 가능할 것이라고 판단되었다. 실제 현장오염토양에 대한 적용이 가능하다 판단되어 국내에서는 인위 오염토양으로 실증연구를 진행하였다. 실험실 규모의 실험에서 판단된 결과를 토대로 고농도 오염토양의 저감을 위해 HCl을 사용하여 물리화학적 저감을 시도하였고, 저감된 6가 크롬의 농도를 안정된 3가 크롬으로 FeSO4를 사용하여 화학적 환원으로 반응시켜 6가 크롬의 위험성을 감소시켰으며, 미세토양 및 자연용출을 방지하고, 총 크롬 저감과 2차 환경오염 유발을 억제하기 위해 CMT(Tri mercapo-s-Triazine)를 사용하였다. 실증연구 결과를 통해 6가 크롬 오염토양의 정화 목표인 토양환경보전법 제 2지역 기준 15 mg/kg에 준한 10.9 mg/kg의 정화결과를 도출하였다. 본 연구를 통해 6가 크롬 오염토양의 효율적 정화방안을 제시하였고, 실제 오염 토양에 적용하여 비교하였으며, 실증연구를 통해 정화결과 및 정화가능성을 확인하였다.

In the aftermath of the pursuit of industrialization for rapid economic growth in every country, the contamination caused by chemical substances is coming to the fore as a serious environmental problem. However, those problems are not properly treated, or managed in appropriately due to the absence of the control & management system of hazardous waste arising from economic development and growth. Particularly, chromium, which is used at a plating mill, leather mill and chromium compound-manufacturing plant, is known as a main source of soil contamination in an industrial complex and its neighborhood. The contamination caused by chromium is known to be toxic to its neighboring eco-system with the elution of chromium(VI) in soils. This research elicited an optimum remediation method through lab-size experiments and empirical study targeting the polluted soils caused by chromium(VI) as mentioned above. First, this research did an experiment of lab-size applicability using artificially contaminated soils and proceeded with the experiment by selecting soil washing, chemical reduction, and solidification method. As for soil washing, this research applied HCl, EDTA, distilled water, and Citric acid, and confirmed that HCl showed the highest removal efficiency[98.8 %] among those agents. In addition, this research could confirmed the fact that chemical reduction method had 96.8 % removal efficiency when a form of chromium(VI) was reduced into chromium(III) using a reducer FeSO4. In addition, this research confirmed that there appeared 96.8 % removal efficiency using CMT(Trimercapo-s- Triazine) when a solidification method was applied to the soils in a state of being reduced to chromium(III) through chemical reduction to diminish a total amount of chromium and control the induction of secondary environmental pollution. This research confirmed that there is no possibility of natural leaching by doing a confirmatory experiment using TCLP method to confirm natural leaching after applying a solidification method. This research, for the purpose of comparing and analyzing the confirmed results from a lab-size experiment, made a comparison at the site of a Chinese industrial complex, which was proved to have soils polluted by chromium(VI), by applying the domestic experiment results. As a result, the findings showed that the soils on the site in China was different from domestic soils in their physical and chemical characteristics, and the biggest difference was that the soils on the site in China were of strong alkali. Thus, there appeared lower removal efficiency in a solidification method and solidification method than that in Korea by the influence of strong alkaloid pH; however, in time of using a composite method, as much as 97.6 % of chromium was eradicated, so this research judged that it would be possible to apply the composite method to sites. With the judgment that it would be possible to make applications to actual contaminated soils on sites, this research proceeded with an empirical experiment on artificially contaminated soils in the country. On the basis of the judged results in the lab-size experiment, this research attempted at physical, chemical reduction using HCl to reduce high concentration contaminated soils, decreased the risk of chromium(VI) by making the reduced concentration of chromium(VI) into stabilized chromium(III) by inducing a reaction with chemical reduction using FeSO4, prevented fine soils and natural leaching, and used CMT(Trimercapo-s-Triazine) to reduce a total amount of chrome and control the induction of secondary environmental contamination. Through the results of empirical experiments, this research elicited the remediation result of 10.9 mg/kg in accordance with the target remediation level-the standard [15 mg/kg] of zone 2 in the Law for the Protection of Soil Environment.
