This study lays its purpose on understand the effect of institutional support by the government for community child centers on community child centers and interested parties. For this purpose, the researcher conducted in-depth interviews of administrators, teachers in charge, children and parents involved in community child centers and collected data, and analyzed the data by utilizing the case study-approach, one of qualitative methodology. Analysis results are as the following. First, community child centers have been in a dilemma whether they continue to receive institutional support from governments or not while actually receiving the support, it means that on one hand, they want to receive the support, and on the other hand they do not want it because of excessive restraints according to being provided with the institutional support. Second, due to consistently changing application formalities and administrative requirements, people in actual settings could not predict whether they could receive the support, and ward offices were providing institutional support without complete understanding of community child centers and thereby the centers have come to experience confusion and difficulty. Third, meanwhile administrators and teachers could reduce their workload thanks to manpower support, and they could employ more staffs through support for operation expenses, resulting in positive changes by affording to instruct children with more resources in many aspects. Fourth, staffs in charge of caring children have in the dilemma of care. It is because if they care children while meeting the requirements from institutions, they inevitably come to neglect one side. In addition, as teachers had to play multiple roles due to lack of labor force and thereby they could not provide sufficient care for children, both teachers and children were feeling confusion. Fifth, there appeared positive and negative changes in interested parties at the same time. Especially in the inside of communities, some people with experiences in using community child centers could establish trust in the centers, while most of people without accurate knowledge of the centers had biased perceptions of those. Sixth, while it is not direct changes by institutional support, there showed reduced accessibility to use of community child centers, indicating a problem that it is hard for the low income class with difficulty in acquiring information in order to know and use community child centers. Based on these results of the study, it is suggested that it is necessary to establish policies through cooperation between community child centers and local governments while providing stable financial support for the centers, and also to give priority to make care for children possible through simplifying administrative procedures. In addition, in order for community child centers to achieve long-term development, it is required to provide administrators with professional education and staffs in charge with operation guidelines and stable-emotional care, and finally in order to increase accessibility to community child centers and resolve the problem of negative perceptions of and indifference to the centers among the communities, consistent promotion will be needed.
