ABSTRACT A Study on the Improvement of Education Support Policies for Children from Multi-cultural Families The ratio of the foreigners settled for the purpose of putting down roots in Korea is almost 2.5 percent of the whole nation as of January, 2011. In addition, the number of their children shows a increasing trend. But even if the multi-cultural families including the foreigners settled are considerably increasing in number, they have much difficulty in settling in Korea on account of the insufficient legal and institutional system. In this reason, the frame of this thesis is focused on analyzing the present situation of multi-cultural families and the real condition of the children from multi-cultural families. Eventually, the purpose of this thesis is to find a way to set up a multi-cultural society in which a variety of members in a society can live in harmony by examining and analyzing the related support acts and educational support policies for them. To give shape to the plan, the present situation and problems of multi-cultural families and the real conditions and troubles of the legal basis and education support policies for supporting children from multi-cultural families will be adopted as the key subject of this thesis. All the researches and investigations in this thesis will be conducted on the basis of such dependable data as plenty of scholars' bibliographies, policy research materials, precedent theses, related statistics, news press releases and education policy materials of education policy research specialized agencies, the Ministry of Education, Science and Technology and sixteen cities' and provincial education offices. The problems that we must deal with considering the result of this thesis are as follows. Above all, even though the government legislated 'Act on the Treatment of Foreigners in Korea' and 'Multi-cultural Families Support Act' for foreigners resident in this country, 'Act on the Treatment of Foreigners in Korea' states that it promises improved treatment only within a certain period of time the foreigners stay in Korea. What is worse, it sets limits to the foreigners with legal presence, so it can confer benefits on pretty limited foreigners. In this reason, more thorough legislation such as a prohibition on discrimination is urgently called for rather than the legislation with the specific purpose. In case of Multi-cultural Families Support Act, the scope of beneficiaries of the very act must be extended at any cost so that the foreign workers, international students, North Korean defectors as well as the immigrants married to Koreans can be included into multi-cultural families and they can put down roots in Korea and eventually all of their cultures can be in harmony with our society. In addition, the Ministry of Education, Science and Technology issued "Education Support Measures for Children from Multi-cultural Families" in 2006 and every year since then has established more improved policies by examining and complementing the education support measures for children from multi-cultural families of the previous years. The competent Ministry is pushing ahead with a comprehensive education support for children from multi-cultural families establishing ties with the local education authorities, the local universities and agencies concerned. But the after-school programs only intended for children from multi-cultural families can be another severance and isolation and can intensify identity confusion that they are aliens in this society. It is not advisable in that our society distinguishes them from the general public. Therefore, the after-school programs must be designed for children from the average families in Korea as well as those from multi-cultural families. The education authority must anticipate and creatively respond to problems caused by the various situation most of the school-age children from multi-cultural families are facing. The authority should also implement various policies in order to develop the education support programs for foreign workers' children and those who entered the country halfway.
